Soldiers! Workers! Citizens!

August 24, 1917

Enemies of the people crossed at night on the offensive. Staff Kornilovites are trying to pull out of the neighborhood cadets and shock battalions. Oranienbaum cadets and drummers in Tsarskoe Selo refused to speak. A treacherous blow is being plotted against the Petrograd Soviet of Workers 'and Soldiers' Deputies. Newspapers "Worker's Way" and "Soldier" are closed, printing houses are sealed. The campaign of counterrevolutionary conspirators is directed against the All-Russian Congress of Soviets on the eve of its opening, against the Constituent Assembly, against the people. The Petrograd Soviet of Workers 'and Soldiers' Deputies is on the defense of the revolution. The Military Revolutionary Committee directs the repulse of the onslaught of the conspirators. The entire garrison and the entire proletariat of Petrograd are ready to deal a devastating blow to the enemies of the people.

The Military Revolutionary Committee decides:

1. All regimental, company, and command committees, together with the Council's commissars, all revolutionary organizations must sit uninterruptedly, concentrating in their hands all information about the plans and actions of the conspirators.

2. No soldier should leave without the committee's permission from his part.

3. Immediately send to the Smolny Institute two representatives from each part and five from each district council.

4. Report all actions of the conspirators immediately to the Smolny Institute.

5. All members of the Petrograd Soviet and all delegates to the All-Russian Congress of Soviets are invited immediately to the Smolny Institute for an emergency meeting.

The counter-revolution raised its criminal head. All the gains and hopes of soldiers, workers and peasants are in great danger. But the forces of the revolution immeasurably exceed the forces of its enemies.

The cause of the people is in firm hands. The conspirators will be crushed. 

No hesitation and no doubt. Hardness, steadfastness, endurance, determination!
