Resolution on strengthening political control over the periodical and non-periodical press issued.

(Approved by the Politburo of the Central Committee of the CPSU (b) 5.IV.31).

1 . Introduce preliminary control of Glavlit on the following range of issues:

a) materials related to the country's defense;

b) materials in the nature of official government documents, as well as materials of individual economic organizations, the publication of which may directly or indirectly relate to the issues of the economic and political relations of the Soviet Union with the external capitalist environment, statistical information on the export-import order, transport, etc.

At the same time, all the listed materials can be accepted for publication if there are visas of the head of the People's Commissariat, or one or another economic institution and a Glavlit visa.

In case of violation of the established rules for publishing materials, Glavlit and the head of the institution that released the material to the publishing house are responsible before the Soviet court and the relevant party control body.

2 . For publications on political, economic, general economic, fiction and technical literature - to maintain the control procedure established by the PB decision of September 3, 30 (pr. No. 6, p. 41/41), obliging the heads of state publishing houses under their personal responsibility to select responsible political editors approved by the Glavlit and Cultprop of the Central Committee.

Political editors are responsible before the Soviet court and the relevant party control body for allowing anti-Soviet publications or materials distorting Soviet reality to print, as well as for printing information of a secret nature.

To oblige the publishers to create an appropriate environment for political editors that would ensure that they fully exercise this preliminary factual control (appropriate states, appropriate apparatus, timely information, etc.).

3 . The solution is a special folder.

4 . Introduce the Institute of Political Editors at the editorial offices of all magazines.

5 . To instruct the cells of the printing houses to carry out social-party control through the communist typesetters, who in doubtful cases, without delaying the recruitment, will have to warn the head of the institution.

6 . Propose to republican, regional (regional) party organizations to organize in their republics, territories (regions) the same procedure for monitoring periodical and non-periodical press.

7 . Heads of departments must submit to Glavlit on a monthly basis a list of those information that are state secrets, in particular, issues of defense, export and import and transport, as well as a list of such information, the publication of which at the moment can be used abroad to the detriment of the Soviet Union.

Glavlita every quarter, together with departments, to review the list of classified information.

8 . To oblige Glavlit to strengthen the operational management of its local bodies; in especially important cases, the directives of the Glavlit should be transmitted not only along the Soviet line, but also along the party line, through the Cultprop Central Committee of the All-Union Communist Party (Bolsheviks).

9 . The cultural program of the Central Committee of the All-Union Communist Party of Bolsheviks, together with Glavlit, OGIZ and the OGPU, within a month, check the composition of political editors in publishing houses and newspapers, allocating qualified and ideologically consistent comrades for this work.

Suggest republican, regional (regional) party organizations to carry out the same check of the political editorial office of the Glavlit bodies in the field at the same time.

10 . Instruct NKProsu, together with the Cultprop of the Central Committee of the All-Union Communist Party (Bolsheviks), to strengthen the central apparatus of Glavlit with an additional number of highly-qualified political editors within a two-decade period.

11 . To oblige the OGIZ to contact research institutes and organize there a review and assessment of the published literature in the order of subsequent and, in especially important cases, preliminary recall.
