Draft telegram to the Austrian Central Committee.
In connection with Heimver's speech on September 29, the main task is to expose the betrayal of the Social Democratic leaders who capitulate to fascism and to mobilize the masses for a revolutionary struggle against the advancing fascism. Therefore, without weakening for a moment the merciless criticism of the treacherous policy of the social democratic elite, but, on the contrary, strengthening it; In tomorrow's issue of Rote Fane, make a statement on behalf of the Party Central Committee, based on the following ECCI directives:
1) We, communists, are opponents of bourgeois democracy, which is growing everywhere into fascism, and we believed and still believe that only a victorious proletarian dictatorship will destroy the threat of fascism and the capitalist system and bourgeois democracy that give rise to it. We have always considered the point in the Lenz program of the Austrian Social-Democracy, in which it promised to fight for the dictatorship of the proletariat in the event that the existence of bourgeois democracy is threatened, as an empty deception. We, communists, appeal to all honest Social-Democratic workers and ask them if they are ready at the moment of the impending fascist coup to fight together with us in a united, deployed workers' front against the fascist coup and for the proletarian dictatorship?
2) We declare: as a minority within the working class of Austria, we, walking in the vanguard of the working class, will in every possible way support any genuine revolutionary struggle of workers, non-party and Social Democrats who, despite the opposition of the Social Democratic leaders, oppose the impending coup of fascism.
3) We propose to both the Social Democrats and the Communists, at enterprises on the basis of the implementation of militant proletarian unity from below: a) to call the workers to a mass strike against the advancing fascism; b) respond with immediate mass demonstrations mobilizing workers for the revolutionary struggle against fascism; c) expel fascists from enterprises everywhere; d) to begin immediately to disarm the fascists and to create detachments of workers' self-defense at enterprises; e) immediately proceed to the creation of workers' committees for the struggle against fascism, elected at the enterprises by the entire mass of workers; f) to create Soviets of Workers 'Deputies at enterprises and in the districts and the creation of a citywide Council of Workers' Deputies in Vienna, transforming them in the process of struggle into de facto organs of the proletarian dictatorship.
Expand the broadest agitation around the points outlined in this directive, using the Social Democratic meetings convened on the 28th.
