1. On the basis of the treaty of 1921, February 28, Art. 10 and two annexes to it, the USSR undertook to provide Afghanistan with the following assistance:
a) annually a gratuitous allowance in the amount of one million rubles in gold or silver, minted or in bars;
b) equipment of the Kushka - Herat - Kandahar - Kabul telegraph line;
c) the USSR expresses its readiness to send technical and other specialists at the disposal of Afghanistan;
d) twelve airplanes and an aviation school;
e) two batteries of anti-aircraft guns (8 guns);
f) five thousand five-shot rifles with the necessary ammunition supply;
g) a plant for the manufacture of smokeless powder.
2. In total, by the fall of 1927, six million rubles should have been transferred as gratuitous benefits.
3. By September 1, 1927, on the basis of an agreement, Afganpra was transferred to the account of a subsidy:

8 aircraft, 6 anti-aircraft guns and 5,000 rifles with the necessary ammunition supply were transferred from the property. The equipment of the Kushka-Kabul telegraph line is coming to an end.
4. Less the subsidies transferred on account of 2. 666. 803 rubles. 84 k. Remains to transfer by the fall of 1927 another 3.33.33. 196 rubles. 41 k. In addition, it is necessary to transfer four aircraft and two anti-aircraft guns in the amount of 420,000 rubles, to equip a plant for the manufacture of smokeless powder and an aviation school.
5. By the decision of the instance of March 10, 1927, it was found necessary to release Afghan arms for four million rubles in two terms. For two million at the beginning of the year and for the other two at the end of this year. Of these four million rubles, three million should be transferred as a subsidy, and Afghanpra should pay a million. The issuance of weapons is subject to the signing of a guarantee agreement. Negotiations are underway on the transfer of weapons, and the Afghans have been informed that only 2.150,000 rubles will be provided with weapons on account of the subsidy.
After the transfer of weapons to the indicated amount by January 1928, the debt (against subsidies) to the USSR, on the basis of the 1921 treaty, will amount to 1.183.196 rubles. 41 kopecks plus 2 anti-aircraft guns, 4 aircraft and the obligation to build a powder factory and create an aviation school.
6. In view of the fact that the measures of a financial and economic nature outlined by the Commission dated 09.24.1925, confirmed by the decision of the instance dated 10.03.27 with regard to strengthening our influence in Afghanistan, have not been implemented, namely: a) commercial the contract and the customs agreement have not been concluded; b) mixed societies have not been created; c) the Afghan National Bank and the transport and export mixed society are not organized, the Commission considers it necessary to immediately begin to implement all the above measures of a financial and economic nature.
To carry out all this, the Commission considers it necessary to make a certain expenditure of monetary resources in the 1927/1928 fiscal year. The exact amount of the required appropriations is established by a special commission of the instance.
7. Instruct Comrade Karakhan to use the agreement on the extradition of 4. 300. 000 rubles. property for pressure in negotiations on economic issues.

1. To accept Voroshilov's proposal.
