Decree of the Council of People's Commissars.
On the introduction of paid newspapers.
1. Introduce payment for newspapers from December 15, 1921.
2. Pay for newspapers to collect, both from individuals, public institutions and organizations, and from state institutions and enterprises without exception.
3. Prices for periodicals, publications issued by government agencies are set by the actual publishers in accordance with the cost, taking into account all expenses incurred.
4. Issuance of newspapers to workers and employees with a collective subscription to carry out at a reduced fee.
5. Reading rooms, workers' clubs, reading rooms and other educational organizations are supplied with newspapers at the expense of the People's Commissariat of Education.
6. Red Army units and military organizations are supplied with newspapers at the expense of the Revolutionary Military Council of the Republic in accordance with the norms determined by the Revolutionary Military Council of the Republic in agreement with the People's Commissariat of Education.
7. A certain percentage of newspapers are to be posted in factories, workshops, streets of cities and villages at the expense of the People's Commissariat of Education.
8. The People's Commissariat of Education is charged with the obligation, within 2 weeks, to develop and publish instructions on control over the correct distribution of newspapers through the network of educational institutions and the supply of newspapers to the working masses.

On the postponement of the introduction of payments for newspapers until January 1, 1922.
The Council of People's Commissars decided:
1. The introduction of payment for newspapers to be postponed until January 1, 1922.
2. During the month of January 1922, to send newspapers to institutions, organizations and persons who received them during the month of December 1921, on credit at the expense of these institutions and persons without charging them a preliminary subscription fee.
