Decree of the Council of People's Commissars.
On measures against the cholera epidemic.
In view of the strong spread of cholera diseases in certain regions of the Republic, which developed in places into large epidemics, especially in the provinces affected by crop failures, the Council of People's Commissars decided:
1. To recognize for the given time the fight against the cholera epidemic as a matter of exceptional importance.
2. In the areas and provinces that are especially threatened, create by the decision of the Executive Committees emergency commissions for cholera, consisting of the Chairman of the Provincial Executive Committee or his deputy, the heads or their deputies of the Provincial Department of Health and the Communal Department. The orders of the Cholera Control Commission are binding on all local authorities. The administration of the Commission is entrusted to the Provincial Departments of Health. In the counties, Commissions of a similar composition are created by the order of the provincial Commission.
3. On railways and waterways, orders of persons authorized by the Provincial Department of Health to combat cholera must be unquestioningly followed by all local authorities.
4. The People's Commissariat of Ways of Communication shall be obliged to supply passengers at stations and in the railways with good-quality and sufficient water, to strengthen the work of boilers, to organize the correct cleaning of tracks from debris and sewage.
5. To prohibit, without prior vaccination against cholera, the boarding of passengers on railway and waterways (except for suburban traffic) - in areas and provinces affected by the epidemic, as well as passengers traveling there. The People's Commissariat of Health, the People's Commissariat of Ways of Communication and the People's Commissariat of Internal Affairs, within three days, develop the appropriate instruction. The production of vaccinations shall be entrusted to the local health authorities.
6. Conduct compulsory anti-cholera vaccination of all medical and sanitary personnel, all agents of the People's Commissariat of Food and other departments and organizations accompanying food cargo, all employees and workers of railway and water transport employed on the movement of trains and steamers. The Emergency Commissions (clause 2) shall grant the right, upon the appropriate submission from the Health Departments, to distribute the compulsory cholera vaccine to other groups of the population in areas affected by the epidemic.
7. Confirm for unswerving implementation, under the personal responsibility of the heads of the relevant departments, the decree of the Council of People's Commissars of January 25, 1921 on the supply of bacteriological institutes that produce serum and vaccines. 8. To instruct the People's Commissariat of Agriculture, the People's Commissariat of Health and the People's Commissariat of Internal Affairs, within a week, to develop a draft special resolution on the procedure for settling the resettlement movement.
9. For the duration of the cholera epidemic, prohibit all evictions of citizens in areas affected or threatened by cholera.
10. To oblige the Utilities Departments, at the first request of the Health Departments, to carry out measures for cleaning and repairing the necessary hospital and sanitary buildings and institutions, as well as cleaning populated areas, leaving the Health Departments to perform the specified work with their own funds in case of emergency.
To oblige the administrations of railways and waterways to carry out the same measures for cleaning and repairing their medical and sanitary facilities.
11. To oblige the People's Commissariat of Food and its local authorities to supply, out of turn, food to all medical and sanitary establishments and isolation food stations working on epidemics, as well as to provide food for persons quarantined and isolated during movement and landing on the basis of patronage rights.
12. In view of the importance of work on combating cholera and closely related work on purification and water supply, to propose to the People's Commissariat of Finance to fully provide with banknotes during the epidemic the loans of the People's Commissariat of Health allocated for the fight against cholera, as well as on the conclusion of the People's Commissariat of Health , and credits from the People's Commissariat of Internal Affairs for treatment and water supply.
13. To oblige the People's Commissariat of Posts and Telegraphs to transmit to the People's Commissariat of Health all information on cholera and plague in an accelerated manner, by special agreement with the People's Commissariat of Health.
14. To oblige the Supreme Council of National Economy to fulfill, out of turn, the demands of the People's Commissariat of Health for medicinal products and materials necessary to combat cholera, included in the production programs of the relevant bodies of the Supreme Council of National Economy.
15. To grant the Commissions formed on the basis of clause 2 the priority right through local Labor Departments to receive out of turn labor force, if necessary, in the order of labor service.
16. Provide the Health Departments with the right, in especially urgent cases, to purchase the necessary food and equipment for anti-epidemic medical and sanitary institutions on the free market, according to the relevant agreement on the ground with the Workers 'and Peasants' Inspection and local Provincial Food Committees. The right to extend this to the economic costs of urgent repairs, adaptation to the cleaning of the same institutions of the Health Departments associated with the epidemic, as well as the food of the workers employed in these works.
17. In order to provide medical and sanitary personnel fighting the cholera epidemic:
a) book for the People's Commissariat of Health banknotes due to employees as a remuneration for work (salary, bonus, overtime, increase for harmfulness, etc.) in the amount of the full (100%) need and pay maintenance for the past month no later than 5 day of the next month;
b) to allocate a special fund of prose and overalls and soap;
c) stop for the duration of the epidemic any evictions of medical personnel and release them from being recruited into work on a labor service outside their specialty;
d) to establish in the provinces affected by cholera, an armored ration at an increased rate;
e) the measures indicated in all the previous paragraphs should be extended to both employees and (workers of bacteriological institutes and laboratories fighting cholera.
18. Strengthen the local activity of workers 'and peasants' Commissions, involving them in broad assistance and participation in all anti-cholera measures.
