On the removal of tax in kind from provinces affected by crop failure.
A grave disaster loomed over Soviet Russia. The granary of our Republic - the Volga and part of the eastern provinces - is struck by a poor harvest. A severe drought burned winter crops, some of the spring crops, worsened the harvest of herbs and garden vegetables. The peasant population in these areas affected by crop failures is facing the threat of famine. In fear for their existence, peasant farmers do not prepare the seeding of their fields, eating up the stocks of seed material.
The All-Russian Central Executive Committee, urging the laboring peasantry of these provinces to begin immediate preparation of winter sowing and to use all the grain obtained from the meager harvest for sowing, declares that the Workers 'and Peasants' Government will take all measures to satisfy the food needs of the provinces affected by crop failures.
In the interests of the most effective fight against under-seeding, the All-Russian Central Executive Committee resolves:
1. To remove the state tax in kind from the winter wedge in the following provinces affected by crop failures:
1) Astrakhan, 2) Tsaritsyn, 3) Saratov, 4) Labor commune of the Region of the Volga Germans, 5) Samara, 6) Simbirsk, 7) Tatar Republic, 8) Chuvash Region, 9) Belebeevsky and Birsky districts of the Ufa province, 10) Sernursky and Krasnokokshaisky cantons of the Mari Region, 11) Yaransky, Urzhumsky, Sovetsky and Malmyzhsky districts of the Vyatka province.
2. Considering that in the provinces affected by crop failures there is in some places a satisfactory harvest, to allow the local provincial authorities to carry out the tax in kind as a local tax, lowering the established national norms, depending on the height of the harvest in a particular village or farm, or completely freeing it from it, so that all grain collected in the manner of the local tax should be turned exclusively for the needs of seeding.
3. To use in the aforementioned provinces and counties all suitable for seeding winter grain for sowing, not allowing in any case to turn it to other needs, for which the villages and individual farms that have a satisfactory harvest, according to their fulfillment of the local tax and satisfaction of their own seed needs, provide surplus winter grain for seeding farms in which the harvest has died.
Establishment of forms of internal redistribution, as well as reimbursement of payments for alienated seeds are provided to local authorities.
