1. The lack of leadership from the district committees of the Komsomol and cells of the CPSU (b) Komsomol cells

...Shakhtinsky district.  February, 15. In December last year in the village. Satkulova of the Znamensky district, the RLKSM cell was again organized. There is no leadership of the district committee over the cell. Because of this, the cell is often engaged in resolving issues that are not included in the scope of its tasks. So, in December, for the expression of one peasant, Savchuk, at the address of the authorities: “Your power is stupid,” the question was raised at a meeting of the cell about the punishment of the peasant Savchuk. Only on clarification that such questions were not subject to the conduct of the cell, the issue was withdrawn from discussion.

3. Lack of work among non-party youth and peasantry

... Donskoy district.  15 April. In farm. Belyaevo, Aksai district, the VLKSM cell does not enjoy any authority among the population. Political and educational work among young people is not conducted. Komsomol members are engaged in drunkenness and even fights in the club. Komsomol members keep aloof from non-party youth, avoiding any kind of communication in every possible way, importantly calling themselves "party members". The peasants look at the cell unfriendly. 17 similar facts were registered.

4. Mass exit from the Komsomol and the collapse of Komsomol cells

...Siberia.  May 15. In with. Troitsky, members of the local Komsomol cell constantly get drunk, go out at weddings, etc. Komsomol member Postanikova, who has been in the Komsomol for 2 years, filed an application to leave the Komsomol, arguing that there is no benefit, and they are not sent to courses. For the same reasons, several more Komsomol members want to leave the organization ...

5. Deviations in the work of Komsomol cells

Irkutsk district.  1st of February. In with. Zhigalovo, an organization consisting of Komsomol members Pankratov, Sherstennikov, Gruznykh, Kondratenko and others, younger than 14 years old, was revealed. This organization had a semblance of the charter of the "Union of the Avengers", wore badges depicting a skull. Material resources - 50 kopecks. contributions. They had the slogan: "Down with tobacco, long live vodka!" They maintained the established discipline and carried out a purge of their ranks, excluding the unworthy. At the end of January, they beat Lukovnikov, a member of the Komsomol, who was supposed to be killed in the future. It was also supposed to rob a local speculator, Goldberg, to acquire funds for the union. Secret meetings were held in the Komsomol club.

6. Performing religious rites

... Bryansk province.  May 15. Soltonovsky district. In with. Salton on the night of May 2 of this year, on the eve of Easter, there was a solemn meeting and a film in the reading room. At the end of the meeting, the chairman of the district committee Rabzemlesa Antipov (a member of the Komsomol, an activist) with other Komsomol members went to church for the vigil. Antipov, seeing that the believers in the church did not read the Gospel well, took the Gospel and began to read it loudly and legibly, which was very liked by the old people present in the church. The next day, believers praised Antipov, saying: “Here is a good man: he makes reports well in the reading room, and he reads the Gospel well.” Antipov, when the Communards began to tell him about his act, explained it this way: “I wanted to read the Gospel and add something, but I didn’t dare” ...

7. Drunkenness among Komsomol members

... Donskoy district.  May 18 On April 20 of this year, a member of the Komsomol Khudoyerkov M.G. entered the Efremovo-Stepanovskaya hut-reading room. drunk. In the presence of the peasants, he began to mock the portraits of the leaders of the revolution hanging on the wall, comparing them with peasant icons. Turning to the portrait of Rosa Luxembourg, Khudoyerkov began to scold her with the most obscene vulgar language. He, in a conversation about the Party and the Komsomol, declared that there are no honest fighters in the Communist Party and the Komsomol, and all honest fighters have already left the Party.

8. Hooliganism among Komsomol members

Voronezh province.  January 27th. In the settlement of Kazinka, Pogromsky district, on holidays, all young people and old people are engaged in fisticuffs, in which almost all members of the Komsomol of the Kazinskaya organization also take part. The peasants say: “The Komsomol members themselves show us an example, you look, he is walking with a broken lip or with a dislocated finger, and there is a Komsomol badge on his chest, and since the Komsomol members participate, and God ordered us.” One of the Komsomol members persuaded the chairman not to break up fistfights, proving that this is a sport.

9. Crime

... Saratov province.  May 21st. Atkarsky In with. Uritskoye Lysogorskoy Vol. On the night of May 4-5, a murder took place in Savelyev's house. The murderer is a member of the Komsomol Nastasov, also known as Andronov, who shot at the policeman Saprygin, who took away the moonshine from him and took a bribe, but since he fired through the window, he did not hit Saprygin, but another. 10. Decomposition of Komsomol cells

... Ulyanovsk province.  20th of March. In the village Ivanovka, Ulyanovsk existing Komsomol cell of 9 people. in fact, it is not a Komsomol cell, but a bunch of hooligans and moonshiners. All the work carried out by the boss is reduced to nothing by these "Komsomol members". The existence of such a cell lowers the authority of the party and the RLKSM in the eyes of the peasantry.

12. The craving of non-party youth in the Komsomol

...Slavgorod district.  March 1. There is a significant increase in the volost organization of the RLKSM: from 71 members in January it increased to 88 people. The growth was mainly due to the entry into the ranks of the RLKSM of the poor strata of the village.

The greater growth of the Komsomol is hampered by the inability of the district committee of the RLKSM to formalize mass demonstrations, as was the case in the village. Nikolaevna, where there were enough people who wanted to join for the eligibility of the cell, but, thanks to their non-approval by the district committee, the cell was not organized. The district committee of the RLKSM did not agree to organize a cell in the village. Nikolaevna only because there was no cell of the CPSU (b).

In a number of cases, the activity of non-Party youth is directed along the line of organizing anti-Soviet organizations and anti-Soviet actions. We registered 4 such facts (see Appendix No. 2 at the end of the report).
