On the resettlement of collective farmers to Ukraine -1933

About resettlement of collective farmers to Ukraine.

( Approved by the Politburo of the Central Committee of the All-Union Communist Party of Bolsheviks / 22.X.1933 ).

1 . Approve the draft resolution of the Council of People's Commissars of the USSR on the resettlement to Ukraine - 21,000 collective farmers.

2 . To organize the recruitment and sending of recruited collective farmers to Ukraine, appoint authorized Central Committee and Council of People's Commissars:

1) In the Ivanovo region. - comrade Petrovsky (Authorized NKTP of the USSR).

2) In the Western region. - comrade Grigorieva (Secretary of the Dnepropetrovsk regional committee of the VP / b / U.

3) In the Central Ch. Region - comrade Moiseenko (Head of the Political Sector of the Kharkov Regional Department of Education).

4) To the Gorky Territory - comrade Gorayko (Deputy Chairman of the Council of People's Commissars of the Ukrainian SSR).

5) To Belarus - comrade Kantarovich (Narkomzdrav).

3 . As assistants to each authorized Central Committee and Council of People's Commissars, one military worker of the highest command staff with experience in organizing the resettlement of demobilized Red Army soldiers to the North Caucasus should be allocated.

4 . Allocate 23 responsible employees from the road and district departments of the DTOGPU to the disposal of the authorized Central Committee and SNK for resettlement to organize and form echelons (selection of wagons at loading stations and bringing them into echelons, providing in each echelon a kitchen, a class car for service personnel, wagons for transportation property and livestock), distributing them into the following regions: Ivanovo region - 4; CCHO - 4; Gorky region - 4; Belarus - 5 and the Western region - 6.

5 . Instruct Comrade Levin (Agricultural Department of the Central Committee) to coordinate with the Revolutionary Military Council and TOGPU the candidacies of senior military workers and employees of the TOGPU allocated to assist the authorized Central Committee and Council of People's Commissars for resettlement, and submit their list for approval by the Secretariat of the Central Committee.

6 . To oblige the Central Committee of the Communist Party / used / U:

a) to allocate 250 people authorized by the Central Committee and Council of People's Commissars for resettlement as heads of echelons, from among the employees of the Political Departments of the MTS, members of the bureaus of district committees and members of the presidiums of district executive committees;

b) to allocate at the disposal of each head of the echelon two assistants: one for political and cultural work from among the district workers and one for recruitment from active communist collective farmers.

7 . To propose to the People's Commissariat for Military Affairs that 250 field kitchens with an appropriate number of military cooks be placed at the disposal of the Central Resettlement Committee to serve the resettled collective farmers in Ukraine.

8 . The organization of the supply of trains with foodstuffs along the route and consumer goods is entrusted to the Military Cooperative Directorate of the Tsentrosoyuz (under the responsibility of Comrade Rykov).

9 . To instruct the Committee of Commodity Funds to allocate to the Military Cooperative Directorate for the supply of resettlement echelons consumer goods worth 1 million rubles.

10 . To oblige the All-Union Resettlement Committee, together with the district party committees and the heads of political departments of roads and operational areas, to organize political and cultural services for those resettled to Ukraine both at departure stations and at junction stations along the route.

11 . To oblige the transport departments of the OGPU to organize monitoring of the passage of the echelons, the sanitary condition of the echelons, parking lots, the service of resettled collective farmers with boiling water and food at the junction stations.

12 . To oblige the Central Committee of the CP/b/U and the Council of People's Commissars of the Ukrainian SSR to allocate authorized representatives of the Central Committee of the CP/b/U and the Council of People's Commissars of the Ukrainian SSR responsible for organizing the acceptance of resettled collective farmers on the spot, transporting them from the station of arrival to the collective farms and placing them in the collective farms at home.

13 . The Central Committee of the Communist Party / b / U to provide the needy migrant collective farmers with bread at the expense of the collective farms. To release 1,500 tons of grain to the Central Committee of the CP/b/U to provide food assistance to the most needy migrant collective farmers.

14 . Approve draft telegraphic instructions:

a) Regional committees, regional executive committees and heads of the Political Sectors of the OblZU and recruitment areas.

b) the Central Committee of the Communist Party / used / U, the regional committees and regional executive committees of Ukraine, the heads of the political sectors of the OblZU on the organization of acceptance and placement of immigrants.

c) To the chiefs of the road and regional political departments of the roads of departure and following of settlers.
