They proposed to the Komzag and the People's Commissariat of Internal Trade to increase the plan for the sale of bread in March by 4,000 tons.

The Central Committee and the Council of People's Commissars draw your attention to the unsettled grain market in Ukraine. Apparently you have entrusted all the work on regulating the grain trade to the bodies of the People's Commissariat of Internal Trade. We oblige you:

1. Establish the strictest day-to-day supervision of the organization of the grain trade, obliging the Regional Committees and Regional Executive Committees to systematically check the work of bakery and grain-trading organizations.

2. Expand the collective-farm trade in grain widely, organizing periodically collective-farm fairs in order to reduce the demand for bread from the rural population by increasing the export of collective-farm grain to the market.

Telegraph the Central Committee and the Council of People's Commissars about the measures taken.
