The journal "Military Thought" in its content does not meet the tasks assigned to it in developing questions of military theory and ideology, improving the military knowledge of the officers and generals of the Red Army.
In the journal "Military Thought" the questions of the problems of warfare, strategy and operational art, the military-theoretical and practical heritage of outstanding Russian commanders are not sufficiently developed, i.e., precisely those questions that should be the main ones for this journal are missed.
The foreign department in the journal either does not exist at all or presents the readers with articles by foreign authors without criticizing the incorrect and even harmful provisions encountered in them.
There is no department of criticism and bibliography in the journal.
The editorial board of the journal "Military Thought" is not coping with the tasks assigned to it, especially since a number of its members are at the fronts and, in essence, do not work in the editorial office.
The editorial board of the journal did not ensure proper management of the journal and did not organize a team of authors capable of creating an authoritative leading journal of the Red Army.
The journal "Military Bulletin" does not pay enough attention to the theory and practice of modern combat based on the experience of the Great Patriotic War. The journal "Voenniy Vestnik" does not cover much the tactics and technology of foreign armies.
In order to improve the content of the journals "Military Thought" and "Military Bulletin", increase their role in the development of military theory, improve military knowledge and educate the officers of the Red Army -
I order:
1. The journal "Military Thought" is issued as an organ of the People's Commissariat of Defense of the USSR once a month, in a volume of 6 printed sheets, with a circulation of 15,000 copies.
The general management of the magazine is entrusted to the Chief of the General Staff.
The main objectives of the journal "Military Thought" to set:
development of issues of military theory and ideology;
development of the basic problems of war, the development of the armed {304} forces, strategy, and operational art;
development of issues of interaction between military branches and training of combined arms commanders;
development of the theoretical and practical heritage of outstanding Russian generals and military leaders;
coverage and criticism of the views of foreign military authorities;
study of foreign armies and their combat experience.
The journal has permanent departments: military history, foreign military information, criticism, and bibliography.
The contents of the magazine count on leading cadres from the division and above.

The magazine "Military Bulletin" should be published as a
combined-arms magazine of the People's Commissariat of Defense of the USSR, 2
times a month, in a volume of 3 printed sheets, with a circulation of 50,000
copies.
The overall management of the journal is entrusted to the chief inspector of the infantry of the Red Army.
The main objectives of the journal "Military Bulletin" to put:
coverage, based on the experience of the Great Patriotic War, of the theory and practice of modern combat, the interaction of military branches, tactical and fire training, and issues of military education;
familiarization with the organization, tactics, equipment, and combat experience of foreign armies.
The journal has permanent sections: criticism and bibliography, culture and life of officers, references, and consultations.
The content of the journal is intended for officers up to and including the regimental commander.
3. Increase the royalties for the issue of the journal "Military Thought" from 14,000 rubles. up to 35,000 rubles, the magazine "Military Bulletin" from 5,500 rubles. up to 15,000 rubles and a registration fee for the issue of the journal "Military Thought" from 2000 rubles. up to 5000 rub. and the magazine "Military Bulletin" from 700 rubles. up to 1500 rub. To provide for editing and consulting materials for the journal "Military Thought" 10,000 rubles. and for the magazine "Military Bulletin" 7000 rubles. per month. From the indicated amounts, pay the fees to members of the editorial boards for editing materials.
4. Lieutenant-General P. P. Eternal, as having failed in his duties, be released from editing the journal "Military Thought".
Appoint Major General N. A. Talensky as the executive editor of the Military Thought magazine, releasing him from the post of editor of the Krasnaya Zvezda newspaper.
5. Appoint Major General Goncharuk K.T. as the executive editor of the journal "Military Bulletin".
6. To the editors of magazines and the head of the Military Publishing Department of the NPO of the USSR, Major General Kopylov, to improve the design of both magazines and reduce the time they take to go through production.
