Dear Joseph Vissarionovich,

when I was with you, we talked about technical assistance in its various manifestations. Now we are receiving a large number of requests from skilled workers and Swedish technicians from various fields (electricians, metalworking, industry, forestry, etc.), offering their forces for the use of the Union.

Due to the fact that Comm. PCS. Myself, emigration from Scandinavia has now been closed and that there is a lot of noise around this ban, I think that from the political side it would be greatly beneficial for us right now to transfer a group of skilled workers and young technicians - Swedes to the Union. I am writing directly to the Central Committee, as agreed with you.
