The Politburo states that as a result of the past year, wages have exceeded the projected increase in wages, reaching an increase of up to 10% instead of the projected 7%. Simultaneously with the increase in nominal wages, there was an increase in real wages, wages (2-3%), although it lagged behind the projected rates. At the same time, along with an increase in monetary wages, there is a systematic growth of other forms of wages.

The fund for improving the living conditions for 1928/29 grew by 30 million rubles (44%) with an increase in the number of workers by 7%. over 200 million rubles) with an increase in the number of workers by 6%. Allocations for industrial construction increased to 142 million rubles in 1928/29, and for 1929/30 300 million rubles are planned. costs. At the same time, in 1928-29 there was a significant (by 177 million rubles) increase in the budget for social insurance.

The Politburo emphasizes that these results of an increase in both monetary wages and other forms of wages could have been obtained only as a result of the implementation of the industrial financial plan and ensuring the adopted rate of industrialization of the country, and that, in proportion to the implementation of the five-year plan and the acceleration of the pace of socialist construction, a systematic improvement of material the position of the working class.
