Resolution on the issue of trade with Turkey.

Approved Politburo (b) 8. I.1332  g ).

1 . Trade between the USSR and Turkey. will continue to be produced by the trade mission and economic agencies of the USSR on the territory of Turkey on the basis of a temporary modus.

2 . The temporary modus should include the following:

a) The dimensions and objects of Soviet import in Turkey should be periodically agreed between the USSR trade mission and the Turkish Ministry of National Economy on the basis of contingents published by the Turkish government.

Note : In the form of the first position, insist before the Turks to provide us with annual quotas for the import of our goods. As a second position, agree to a breakdown of these quotas by quarter.

b) Trade between us and Turkey should be carried out on the basis of the final net balance, understood in the sense that our imports to Turkey, carried out on the basis of the import quotas provided to us, should be covered by us by the export of Turkish goods. The calculation of the net balance should be carried out jointly by the Trade Mission and the Ministry of National Economy of Turkey within a certain time frame.

c) The USSR agrees to purchase in Turkey, among other goods, on the basis of the final net balance, also consumer goods, and in particular, figs, raisins, oranges, olives, sesame seeds, cattle, olive oil, etc. in quantities at its discretion with the fact that the total cost of purchased consumer goods during the year should be 30% of the total cost of our purchases in Turkey for this period.

d) The size of our purchases in Turkey is determined in the amount of 4 million rubles. in year.

e) The proceeds from goods sold in Turkey for other countries (the Balkans, the island of Cyprus, as well as the bunkering of foreign steamships) go above the net balance with the right to free currency transfer.

3 . At the time of negotiations with the Turks, limit purchases only to the goods we most need, within the limits of the proceeds we receive for the goods sold in Turkey.

4 . Instruct the Monetary Commission under the Council of People's Commissars to consider the export-import plan for Turkey for 1932, within the limits of 4 million rubles. for import and the same amount for export, based on:

a) from the maximum purchase in Turkey within the import plan of goods that release allied products for export and

b) from collateral, as a result of trade with Turkey, foreign exchange balance by indirect re-export.

5 . By increasing imports from Turkey, establish new export funds in excess of the approved annual export plan.

6 . To propose to the Supreme Council of the National Economy and the People's Commissariat for Internal Affairs to ensure the allocation of all goods provided for in the plan for export to Turkey in 1932.
