Resolution of the Council of People's Commissars of the USSR (Protocol) "On attracting specialists from abroad"

In addition to Art. 4-6 Resolutions of the Council of People's Commissars of the USSR dated 11 / VIII-1925 as well as improper and incomplete use of invited workers, the Council of People's Commissars of the Union of the USSR decides:

1. Establish the following grounds for attracting foreign specialists:

a) as a general rule, it is allowed to invite only highly qualified specialists from abroad to set up new types of production or parts of them, as well as to improve existing production. Only as an exception, in the event of an acute shortage of relevant specialists, workers of average qualification can be invited from abroad.

In all cases of inviting foreign specialists, you should exercise the utmost care, finding out in advance what specific results an invitation to a particular person can give:

b) the invitation of foreign specialists must be made on an individual basis with the exact registration of the conditions by means of appropriate agreements;

c) in the event that foreign workers offer their services, the latter can only be invited as instructors (senior workers) in more complex industries, where the training of instructors is the most difficult and expensive. At the same time, however, it should be borne in mind that the state industry of the USSR must fill the shortage of qualified workers, mainly by training them inside the country, using the available cadre of the unemployed.

2. To instruct the Supreme Council of the National Economy of the USSR:

a) to establish the exact procedure for dealing with the issues of attracting foreign specialists, with the elimination of multiple instances, the granting of greater rights to individual economic bodies and with the imposition on them, respectively, of great responsibility for the implementation of directives related to these issues, but with the obligatory preservation of the centralized management of this matter for the Supreme Council of the National Economy of the USSR;

b) develop an approximate list of positions that can be replaced by foreign specialists;

c) determine the qualifications that the invited foreign specialists must satisfy;

d) to take the necessary practical measures to improve the selection of workers abroad, including registering the persons who would be advisable to use in the industry of the USSR;

e) take measures to ensure the expedient use of foreign specialists and the establishment of conditions for them that guarantee the productivity of their work (proper payment, appropriate living conditions, systematic communication and consultations with the heads of economic bodies, instructing our specialists by foreigners, establishing normal and business relationships with our specialists).

3. In order to eliminate the ground for the emergence of conflicts with invited foreigners, confirm for unswerving execution of Art. 5 decree of the Council of People's Commissars of the USSR of 11 / VIII-26 on the precise preliminary informing foreigners about the production and technical conditions in which their work will take place.
