Resolution of the Council of Labor and Defense.
As a result of the revealed illegal and disorderly movement of refugees from the imperialist war to Moscow and the Western border, violating the planned evacuation, threatening the destruction of railway property and being the source of the epidemic, the Labor and Defense Council decides :
1. It is strictly forbidden for any authorities to issue passes for the passage of refugees to Moscow and the Western Lane without the consent of the Central Evacuation Committee, and to provide rolling stock to the People's Commissariat for Communication Ways without the knowledge and consent of the Central Evacuation Committee.
2. Those guilty of issuing illegal permits for the specified passage of refugees, or illegal provision of rolling stock to them, and likewise those guilty of conniving at the passage of refugees without permission to be brought to the strictest responsibility up to bringing the Revolutionary Tribunals to trial.
3. The All-Russian Extraordinary Commission and all its local bodies, especially the Transport Department of the All-Russian Extraordinary Commission, monitor the implementation of this order, in fact, preventing the unauthorized or illegal movement of refugees and the seizure of rolling stock.
