Decree of the Council of People's Commissars.

On activities related to the signing of a trade agreement between the RSFSR and Great Britain.
In connection with the signing of a trade agreement between the RSFSR and Great Britain on March 16, 1921, the Council of People's Commissars decided:

A . Instruct the People's Commissariat for Maritime Affairs:

1. To consider the ports open to foreign commercial vessels:

In the White Sea - Murmansk and Arkhangelsk,

In the Black Sea - Odessa, Nikolaev, Sevastopol, Feodosia, Novorossiysk, Tuapse, and for clearing the fairways from mines:

In the Baltic Sea - Kronstadt,

In the Azov Sea - Genichensk, Mariupol and Rostov.

2. Wipe down urgently and furnish with milestones and icons the approaches to the ports:

a) Kronstadt, first to coastal fairways, and then to large ship channels.

b) Genichesku, Mariupol and Rostov, to clear the entrances to the Sea of ​​Azov from mines.

3. To organize the meeting and escort of ships to the designated ports and to issue rules for the approach to them and the reception of ships.

4. Submit to the People's Commissariat for Foreign Affairs a request for the information required for our work, which, according to Section 2, Art. III of the Agreement, the British Government undertakes to inform the Government of the RSFSR, namely about the mines placed in the approach zones to Russian ports:

a) British courts,

b) Vessels of the White Fleet and others, since such information is at the disposal of the British Government about fairways and spaces and about their degree of safety for navigation.

5. Submit to the People's Commissariat for Foreign Affairs information about the obstacles set up during the world war on the high seas outside the territorial waters, counting those 10 miles from the coast, excluding the obstacles of those areas that are important for the defense of our shores: in the latter case, it is necessary to indicate definitely zones which foreign ships should not cross.

B.  Instruct the People's Commissariat of Internal Affairs:

1. To take care of the adoption of measures for the immediate return to their homeland of British subjects who have not yet left Russia, in the event that they submit appropriate applications, teach in an expedited manner to the relevant authorities the instructions and rules necessary for this subject.

2. By agreement with the relevant People's Commissariats, draw up rules on the procedure for assigning to official agents of the British Government who have to arrive in Russia by virtue of Art. V of the Agreement, the personal advantages provided to him by this article, as well as the rules on the procedure for the relations of these agents with the bodies of Soviet power, in relation to the same article V-th, as well as to accept the morale for the unswerving observance of these rules on the ground.

3. To work out, in agreement with the appropriate People's Commissariats, rules to prevent the forced requisition of English-made goods imported into the RSFSR on the basis of a trade agreement concluded with England.

4. In the development of Art. I, IV, VI of the Anglo-Russian Agreement to issue, together with the relevant People's Commissariats, a circular clarification to local authorities on the provision, within the framework of the current legislation, of protection of rights and amenities to British merchant ships and citizens arriving at the ports of the RSFSR or admitted to its territory to conduct trade, and as well as the procedure for exempting these citizens from taxes and duties and free travel abroad.

5. To develop rules for the stay of British citizens on the territory of the RSFSR, establishing, by agreement with the relevant departments, the area and locality, access to which for the mentioned citizens should be limited.

6. To work out, together with the People's Commissariat for Foreign Affairs and the People's Commissariat for Foreign Trade, the conditions and procedure for the approval of documents issued or certified by the competent authorities in order to carry out commercial relations between the two countries.

B.  Instruct the People's Commissariat for Foreign Trade:

1. Cancel the order of the People's Commissariat for Foreign Trade prohibiting the loading and shipment of goods to England.

2. To take, by agreement with the Commissariats of the People, all measures to facilitate the resumption of trade with England by preparing the equipment of seaports, customs warehouses, tonnage, vehicles, collection and sorting of raw materials and export goods required for England.

3. Make arrangements for the immediate organization of a sales office in England.

4. To work out, in agreement with the subject People's Commissariats, rules on the procedure for fulfilling paragraph 5 of Art. IV, Agreement on the provision of household items, or personal consumption, admitted to Russia on the basis of this Agreement to British citizens.

D.  Instruct the People's Commissariat of Posts and Telegraphs to take, in addition to the orders already made, further measures to fulfill paragraphs 3 and 4 of Art. IV, paragraphs 2 and 3 of Art. V and Art. VII of the Agreement.

E.  To instruct the Presidium of the Supreme Council of the National Economy to take, in connection with paragraph 2 of the statement of recognition of claims attached to the agreement, measures to ascertain the quantity and size of the goods of British subjects taken into account.

E.  Invite all People's Commissariats to join the Council of People's Commissars with an idea of ​​those measures that, in addition to those set out in this resolution, must be taken for the successful implementation of the Agreement and which go beyond the competence of each People's Commissariat separately.
