Article number 69.

On the compilation of the state fund of values for foreign trade.
1. In order to compile the state stock of artistic treasures and luxury items and antiques that can serve as items of export abroad, the People's Commissariat of Foreign Trade is granted the right to form, in places where it finds it necessary, Expert Commissions, acting on the basis of the Regulations approved by the People's Commissariat for Foreign Trade by agreement with the People's Commissariat of Education and the People's Commissariat of Finance.
2. The Expert Commissions are responsible for the selection, classification, assessment and accounting of items of art and antique-historical, as well as luxury items that can serve for export. The Expert Commission includes representatives of the relevant departments of the People's Commissariat of Education (Main Committee for Museums and Fine Arts).
3. Any unloading of warehouses, shops and, in general, any storage facilities where these items can be found, is carried out at the places where the Expert Commissions are established, only subject to mandatory prior notification of the local Expert Commission about the proposed unloading.
4. All institutions and persons in whose jurisdiction are treasures, shops, premises and in general any kind of storage, with the exception of museums of the Republic and depositories of the state museum fund, which are under the jurisdiction of the Main Committee for Museum Affairs, are obliged to freely admit representatives Commissions for inspection, selection, accounting of all things related to the subject of the latter.
5. To grant the People's Commissariat of Foreign Trade the right to withdraw and store for the purposes of foreign trade items selected by the Expert Commissions.
