Decree of the Council of People's Commissars.
1. The purchase of items abroad is carried out exclusively by the People's Commissariat for Foreign Trade.
If there is a need for specialists for technical expertise in the purchase of products and for monitoring the execution of orders at factories, as well as for the technical acceptance of goods, these specialists are appointed by agreement of the People's Commissariat for Foreign Trade with the respective People's Commissariats, and the same agreement defines their rights and obligations.
2. The People's Commissariat for Foreign Trade has no right to procurement. The imposition of a ban on any products within the Republic for the purposes of foreign trade is carried out only by an order of the Council of Labor and Defense. The People's Commissariat for Foreign Trade transfers the items imported from abroad exclusively to the distributing authorities for distribution in accordance with the import plan.
