On the procedure for elections to the 9th All-Russian Congress of Soviets.

Decree of the All-Russian Central Executive Committee.
On the procedure for elections to the 9th All-Russian Congress of Soviets.
All Provincial Executive Committees and Revolutionary Committees.

The Presidium of the All-Russian Central Executive Committee decides:

1. To hold elections for the 9th All-Russian Congress of Soviets of the Urban and Rural Population in accordance with the norm specified in the Constitution (§ 25).

2. To hold provincial Congresses of Soviets for the election of delegates, but if it is impossible to convene throughout Russia. It is recommended, as a general rule, of county congresses of soviets, where it will not be possible to convene a county congress of soviets, to entrust the selection of delegates to the uyezd executive committees.

3. The Presidium explains that everything said above also applies to those localities where Revolutionary Committees function instead of Executive Committees.

4. The Autonomous Soviet Republics and Regions, which are part of the RSFSR, have representation at the All-Russian Congress of Soviets on a general basis, in accordance with § 53 of the Constitution.

5. All Red Army units that, due to their location, are not able to take part in Provincial, City or Uyezd Congresses, have the right to send their delegates to the Congress of Soviets, one representative from each Division.

6. Units subordinate to the headquarters of the Armies and Districts, which are not part of the divisions, or are on the move to their place of quartering, but numbering in their total strength at least 25,000 people, have the right to send their delegate.

7. The implementation of elections from the Red Army units shall be entirely and completely entrusted to the Revolutionary Military Councils of the Armies and Districts.

8. Recommend to the Revolutionary Military Councils - to make elections from conferences.
