On the procedure for state procurement of raw materials.
1. Procurement in the order of commodity exchange and purchased raw materials of all kinds for the needs of industrial enterprises is assigned primarily to the Supreme Council of the National Economy, and for export purposes - to the People's Commissariat of Foreign Trade. Other state bodies and cooperatives are provided with the procurement of raw materials for their needs.
2. The Supreme Council of National Economy and the People's Commissariat for Foreign Trade and other state bodies carry out the procurements mentioned in clause 1, mainly through the All-Russian Central Union of Consumer Societies and local provincial Unions on the exact basis of the decree of the Council of People's Commissars dated October 26, 1921 on the procedure for attracting the Consumer Cooperation by state bodies to the implementation of commodity exchange procurement operations ( Collection of Uzak. 1921, No. 72, art. 576 ).
3. Basic warehouses for the collection of raw materials of the People's Commissariat for Food, since they are not necessary for collecting raw materials taxes, and raw materials of the previous procurement are transferred within a month to the Supreme Council of National Economy and the People's Commissariat of Foreign Trade, and commodity funds to the All-Russian Central Union of Consumer Societies for procurement The former Council of National Economy and the People's Commissariat for Foreign Trade.
Note . To distribute these funds between the Supreme Council of the National Economy and the People's Commissariat for Foreign Trade, a Commission is formed consisting of representatives of the Supreme Council of the National Economy, the People's Commissariat for Foreign Trade, the People's Commissariat for Food, the People's Commissariat for Workers 'and Peasants' Inspection and the All-Russian Central Union of Consumer Societies.
The same composition of the Commission is organized locally through the representation of the relevant local authorities.
4. To oversee the sorting, acceptance and proper storage of raw materials supplied to the procurement points of the People's Commissariat for Food, the relevant procurement bodies have the right to appoint their representatives.
5. Procurement of all kinds of raw materials and types of raw materials is carried out simultaneously with the collection of tax in kind.
Note . According to clause 8 of the resolution of the Council of People's Commissars dated May 25, 1921 "On the procedure for the application of administrative measures in order to ensure the correct receipt of food and raw materials taxes" ( Collection of Uzak. 1921, No. 49, Art. 256 ) the prohibition of the sale and purchase of all types of raw materials subject to taxation in local markets, and the complete closure of local markets in those areas in which there is a massive evasion of the population from tax compliance.
6. With the publication of this resolution, the following are canceled: the decree of the Council of People's Commissars on the unification of procurement of raw materials and food products in the Republic ( Collection of Uzak. 1920, No. 57, Art. 260 ), the resolution of the Supreme Povet of National Economy and the People's Commissariat for Food monopoly on trade in certain products "( Collection of Uzak. 1918, No. 84, art. 884 ), the resolution of the Supreme Council of the National Economy" On fur monopoly "(News of the All-Russian Central Executive Committee of February 9, 1919, No. 30) and resolution of the Council of People's Commissars "On the procurement of oilseeds" (News of the All-Russian Central Executive Committee of January 10, 1920, No. 5).
