The existence of a widely branched Polish-Petliura insurgent underground, covering a number of regions of the Kiev region, Chernihiv region, Uman region, Cherkassy region, Zinoviev region, Poltava region and certain areas of the Donbass, led by out-of-band Polish-Petliura centers, has been established.

In the Kyiv region in the Umansky, Monastyrishchensky, Khristinovsky, Gorodishchensky, Cherkassky, Zvenigorodsky, Babansky, Lysyansky districts, a Petliura-insurgent underground organized by former active Petliurists and emissaries specially sent from behind the cordon is opened.

The organization has cells in Krasny Luch (Donbass) associated with the Kuban. According to the directives of the out-of-band Petliurist center, the organization set itself the task of disrupting all the activities of the party in the countryside and preparing for an armed uprising.

Sent to communicate with the active organizers of the insurrectionary underground, Petlyura's emissary Mamchiy (a former Socialist-Revolutionary who fled from a concentration camp through Finland to Poland) testified yesterday in Kharkov that, while in Warsaw, he discussed his practical activities in Ukraine with the Minister of Internal Affairs of the UNR Smal-Stotsky, chairman Ukrainian Central Committee - Kovalsky, Minister of War Salsky and Deputy Minister of Internal Affairs - Chikalenko. Mamchiy received directives from Chykalenko: to probe separately existing organizations in the Ukraine, to tie them up in order to prevent individual isolated actions and to instruct them to carry out subversive work on collective farms and state farms, to agitate against the surrender of grain. Sow only for yourself, do not sow export and industrial crops, discredit the collective farms in every possible way.

So far, more than 100 people have been seized, among them active organizers: Milinchuk, a former centurion of the Petliura army, a teacher; Mazurenko - a former Petlyura counterintelligence officer, is on a collective farm; Beznosyuk - Secretary of the KNS; Surzhko Vasily - brother of the Petliura emissary Surzhko Semyon; Kravchuk Yakov is a former member of the Central Rada.

In the Kyiv region Also, an active organization has been identified and is being liquidated, which created a peasant party along the lines of an out-of-band villager. At the head of the organization are: Skuratovsky - secretary of the district newspaper in Malin, a former nobleman, a former member of the party.

In 1929, being in the army an assistant to the commander of the political unit, he left the party due to disagreement with the policy of the party; Nedashkovsky - party member, student at the Institute of Agricultural Mechanization in Kyiv; Dolgert, who graduated from the Institute of Public Education in Kyiv, was expelled from the party in 1930 for distortion during the period of collectivization. A part of the program and organizational correspondence with Nedashkovsky were confiscated from Skuratovsky.

The organization, in order to disrupt the activities of the party in the countryside, set the task of drawing in grassroots activists, rural teachers and disgruntled red partisans.

Organizers of insurgent cells were arrested in Chernihiv and Poltava regions: Moskalenko, a lecturer at the Kyiv Financial and Economic Institute, who is also a responsible employee of the Bolshevik newspaper; training of personnel, organizers and leaders of cells in the countryside and gave instructions to prepare for an armed uprising, to oppose measures in the countryside and, first of all, plans for sowing and grain procurement.

In the Dnepropetrovsk region, the organizers of the cells in Cherny Yar, Apostolovo, Pyatikhatka, Zaporozhye, Alexandria and other [cities] were: the arrested former Petliura ataman Tucha-Gorbanenko, his assistant Kryachko - a former active member of the same gang, Zapekly - a former officer, Prokhorets and Pashchenko - students of the metallurgical technical school, sons of kulaks. Agitation was carried out through members of the cells for the disruption of grain procurements, sowing and other events in the village. The ultimate goal is the preparation of an armed uprising.

In the Odessa region opened k.-r. an organization that covered with its activities the system of the Tractor Center and the People's Commissariat of Agriculture. The organization planned a systematic undermining of decisive measures in the field of socialist reconstruction of the countryside and carried out the collapse of collective farms and the disruption of sowing harvest campaigns, sabotage in the use and repair of tractors, and, basically, the disruption of grain delivery.

Confessed to participation in the c.-r. organizations in Odessa region arrested agronomists of the Odessa regional tractor: Sillo - a former white officer, Kunitsky, Fedorov and senior agronomist of the Dobrovelichskaya MTS Kushnarenko. Arrested the head of the organization in the region, head. the production and planning department of the obltractor was Babak, a former white officer who later had connections with the Petliura gang, who was suing for participation in punitive detachments. Opened k.-r. cells at Dobrovelichkovskaya, Novo-Vorontsovskaya, Akkardzhanskaya and Kakhovskaya MTS.

The conducted investigation along the bottom revealed a bright c.-r. a group at the Novo-Vorontsovskaya MTS and at the Pioneer state farm, which carried out a massive breakdown of tractors, disruption of grain procurement and the sowing campaign. According to this MTS, Rudenko and Orlenko, the MTS mechanics, and Orlenko, the head of the MTS workshops, confessed. Grassroots MTS were deliberately staffed by ASE, former whites and kulaks.

At the Akkardzhan MTS, 8 kulaks, one former white man, one counterintelligence officer and two gang members worked in administrative and technical positions.

According to Sillo's testimony, the organization has branches in all the main grain-producing regions of the North Caucasus, the Central Chernobyl region and Western Siberia, and the head office of the organization is located in Moscow and the Tractor Center. The Odessa group of the organization was associated with a member of the Moscow organization, a senior agronomist of the Tractor Center Koroy. An expedited investigation is underway. In order to fully identify and eliminate the insurgent underground, shock-operational investigative groups were created in Kharkov, regional departments and in places most affected by the insurrection.

100 operational workers and 300 cadets were sent to the districts from Kharkov and 50% of the active staff from regional departments. Workers were sent mainly to the regions of the Odessa, Dnepropetrovsk, Kharkiv, Kiev, Chernihiv regions, as the most affected by the insurgent underground and lagging behind in grain procurement.

A concentrated decisive blow is delivered to the Petliurovsky K.-R. the underground, the kulak groups, all the elements disrupting and sabotaging grain procurements. According to data already received from the localities, the organs of the GPU are revealing tens of thousands of centners of grain hidden in pits, black barns, straw, waste, etc.
