Hello, Dear Comrade Stalin!
1) I received your letter. I have already informed you by telegraph that we have canceled the resolution on Vyshinsky's speech. With our decision, it really turned out awkwardly. It turns out that the prosecutor's office has just begun to turn around, and we give it a punch in the nose. That is why you correctly criticize us. On all other issues, everything has been done, in particular, we have satisfied the needs of the horse-breeding state farms in accordance with your proposal 1 .
2) Through the locks of Sredne-Volgostroy comrade. Sergo sent a certificate, from which it can be seen that the size of the locks was set the same - a width of 20 meters, a length of 300 meters, a height of 4 meters, that is, approximately the size of the locks of the Mariinsky system. Along the Volga - Moscow, as I wrote, the same width comes out, but the length is shorter. I am sending you this certificate, but I think that it is insufficient. It will be necessary either in the service station or at PB to formally discuss and approve the terms of reference.
As for the bridge, the NKPS, according to your instructions, is working on the issue of expanding the bridge, but yesterday I was told that the apparatus of the NKPS believes that the expansion of the bridge may threaten the bridge, but Comrade Andreev promised to work on the issue and report to the next PB 2 .
3) In terms of grain procurements, this five-day period gave a new increase. In total, about 130 million poods were harvested 3 . Now the main limit is the storage of bread - warehouses. Most of our organizations have not prepared for this case. Now we have developed and adopted a number of specific measures. An additional use of storage space in the areas of procurement (barns, storehouses) is planned in the amount of 63 m[ln] poods. Under the personal responsibility of the leaders, it was instructed to find this area no later than September 10. It is planned to deliver the annual requirement of mills to the centers of consumption; for this, the industrial regions were obliged to find, through the use of factory and other warehouses, an area in the amount of 54 mil. pud. 4
We have also adopted a number of measures in the direction of improving the bunting of grain, speeding up the acceptance and protection of grain. I am sending you these decisions of ours 5 .
Winter sowing is not developed badly. As of August 25, 7 million [million] 697 thousand [thousand] hectares were sown, against 2 million [million] 780 thousand [thousand] hectares for the same number last year.
4) NKTyazh asked to consider the issue of ordering a continuous rolling mill, which is associated with significant imports. We decided to postpone the issue. Please let me know your opinion, the materials are attached.
5) Edited the final resolution on gramophones. Merged all applications, reducing everything taken together by 2/3. I took into account all your comments. It seems to me that it is better to pass this resolution on from the Council of People's Commissars and the Central Committee. I send you the draft and ask you to inform 6 .
6) I agreed with the Ukrainians about Sarkis. We have already registered him as the first secretary of Donobkom. Terekhov was not recorded as the second, because, as the Ukrainians said, both he and Sarkis are unlikely to want this. So far, we have postponed its registration 7 .
7) Shubrikov asks to give them an employee as the second secretary of the regional committee instead of Milch, who was taken by us to the political department of the road. He asks to give him either Grichmanov, the current head of the political sector, or Gorkin, the responsible instructor of the Central Committee, an employee of the agricultural department, or Akulinushkin. All of them are more or less equal in quality.
I would not like to give workers from the agricultural department, but of those named, Gorkin is the most suitable. Please let me know your opinion 8 .
8) Despite the rain, yesterday the demonstration on the occasion of International Youth Day went very well - lively, cheerful and crowded. For more than 2 hours, young people marched in dense columns along Red Square.

On September 1, 1933, the PB decided to allocate tractors and cars to the military stud factories of the North Caucasus (RGASPI. F. 17. Op. 3. D. 930. L. 12).
On September 15, 1933, according to the report of A.A. Andreev, the PB considered the issue of the Volga and Oka bridges. It was established that “bridges on main lines should be built double-track”, and their sizes and types should be approved by the Council of People's Commissars. Andreev was instructed to organize an official technical expertise for the reconstruction of the bridge across the Volga into a double-track one. In view of Zhdanov's statement that the builders of the bridge consider such a restructuring possible, Zhdanov was instructed to submit an appropriate memorandum within 20 days. Andreev and Zhdanov were instructed to submit draft proposals on railway crossings across the Oka to the PB within the same time frame (Ibid. D. 930. L. 3). However, on November 15, 1933, already in the presence of Stalin, the PB, having heard the messages of Andreev and N.I. Pakhomov, postponed the construction of a double-track bridge across the Volga for a year, and proposed to discuss the construction of a bridge across the Oka when considering the control figures for 1934 (Ibid. D. 934. L. 3).

The Northern Caucasus in this five-day period gave 13 mil. pounds, against 9 mil. last five-day period, however, they fulfilled the August plan by only 82%.
CCHO is going well - 12 mil. pounds in this five-day period, against 8-9 in the last five-day period.
The Lower Volga is going badly, on the first of September it fulfilled ... %% of the August plan, although the last five-day period gives some increase compared to the last five-day period. You have to click on them."

And as for the riots, we have limited appetites, stipulating the storage of bread in riots in compliance with the minimum technical requirements. As for the organization of grain acceptance, it was necessary to establish round-the-clock work of procurement offices and elevators. On the protection of grain - they installed commandants appointed by the OPTU in 300 points of the largest accumulation of grain.

On August 15, 1933, the PB decided to separate the production of gramophones and gramophone records from the NKLP and transfer it to the NKTP. The commission, under the leadership of Kaganovich, was instructed to revise the draft resolution in accordance with this (Ibid. D. 928. D, 3).
On September 3, 1933, the PB appointed S.A. Sarkis as the first secretary of the Donetsk Regional Committee by poll (Ibid. D. 930. L. 19). See also documents No. 297, 300, 302, 325.
On September 9, 1933, the PB granted the request of the Middle Volga regional committee for Gorkin to be seconded as the second secretary of the regional committee (Ibid., L. 31).
