Kim Jong-un opening speech at the 9th Congress of the Workers' Party of Korea

Today, we open the 9th Congress of the Workers' Party of Korea, which will mark another new milestone in the sacred struggle for the strengthening and development of the Party and the construction of socialism.

The past five years since the 8th Congress of the Workers' Party of Korea were held have been a proud period in which the entire Party and all the people have united as one and opened a turning point in the accomplishment of our own style of socialist cause.

In our long history of socialist construction, there has never been a smooth period, but never before have we achieved such great successes while overcoming such difficult and challenging circumstances as we have in the past five years.

At the time the 8th Congress of the Party was convened, the subjective and objective conditions of our revolution were so severe that it was literally difficult to preserve itself.

Amidst the increasingly brutal blockade and sanctions imposed by hostile forces, a series of natural disasters and a global health crisis have severely hampered development in all sectors, posing a grave threat to the security of our nation and the well-being of our people.

Moreover, the country's economic development has not been able to escape the transitional and temporary approach that has persisted for decades, and no sector has any development orientation and is only concerned with maintaining the status quo.

However, the 7th Central Committee of the Party had to conclude its work in a state where the five-year strategic goals for national economic development decided at the 7th Congress of the Party were seriously lacking.

But today, five years later, everything has fundamentally changed.

The 8th Congress of the Party sharply analyzed and criticized the unscientific nature of the five-year strategic goals for national economic development put forward during the 7th term, dealt a strong blow to all that was outdated, clearly regulated future work goals and development directions under the circumstances at the time, and presented precise policies for resolving major theoretical and practical problems.

The plan was ambitious in every way, but it was clear.

Our business plans, which started from the principle that we must do everything we can immediately and that we must start by making the impossible possible and do it at all costs, were established and decided upon after rigorous scientific review and discussion.

Although the circumstances at the time were extremely difficult, the Party, the people, and the military, with firm resolve, embarked on powerful practical actions and successfully implemented Party decisions in all areas, including politics, economy, national defense, culture, and diplomacy, thereby achieving notable, comprehensive, and epochal achievements and, in the process, significantly enhancing our subjective strength.


In particular, in the economic field, the basic front of socialist construction, the five-year plan for national economic development has been basically completed, and work to strengthen and improve the technical infrastructure and functions of major industrial sectors has been vigorously promoted, laying a certain foundation and potential that will enable many sectors of our economy to move forward in a planned and energetic manner, freeing them from long periods of aging and stagnation.

Moreover, extensive plans to transform both the capital and the provinces and bring about real improvements in the people's lives were vigorously promoted at the Party and national levels, achieving the desired results and establishing the right direction for further active implementation of this work.

Externally, by irreversibly solidifying the nation's position, we have brought about a significant change in the world political landscape and its influence on our nation. This has also created favorable conditions and an environment for further vigorous advancement of our socialist construction.

Today, everyone experiences, every moment of every day, the reality of change at a pace unparalleled by any previous era. We have a clear understanding and confidence about the path ahead and the future prospects for our nation.

Five years ago, we convened the 8th Congress of the Party with the conviction, will, and determination to overcome the worst crisis facing the revolution with our own efforts and to open a new era of progress and development. Today, we are attending the 9th Congress of the Party filled with optimism and confidence about the future.

This is truly a huge change and development, and a proud achievement at this stage.

Moreover, the precious fruits and monumental creations achieved in the course of the struggle to greet the 9th Party Congress with high political enthusiasm and labor-intensive achievements brilliantly tie together the course of the past five years, making this Party Congress a true success and a conference that promises even greater success.

The achievements made during the period of the general settlement are great achievements achieved entirely through the dedicated struggle of our Party members, workers, and People's Army soldiers who, enduring everything and unwaveringly upholding the Party's line and policies with all their heart and soul.

I would like to express my sincere and warmest gratitude to all Party members, workers, People's Army soldiers, and citizens who, with their steadfast and active pioneering spirit and indomitable fighting spirit, have contributed to turning the 8th term of the Party into a period of great upsurge in socialist construction and to welcoming the 9th Party Congress as a noble conference of summing up and a glorious conference.

I also pay my highest tribute to the revolutionary comrades and martyrs who dedicated their valuable lives to the great cause of the prosperity of the fatherland and the happiness of the people during the period of the general settlement.

I also extend my warmest greetings to all overseas compatriots, including the General Association of Korean Residents in Japan (Chongryon), who share the same will and heart for the prosperity and development of the socialist fatherland.

Comrades!

This congress will accurately analyze and summarize the work of the 8th term of the Party, determine the line and policies for further developing our socialist construction to a higher level, and establish organizational and institutional measures to strengthen the Party's leadership.

Today, our Party faces the weighty and urgent historical tasks of upgrading economic construction and the people's livelihood, and of rapidly transforming all areas of national and social life. This demands a more active and tenacious struggle, without allowing even a moment of stagnation or stagnation.

In particular, the new perspective planning period is a crucial time to fully advance the mid- to long-term plans established and launched to realize the people's century-old aspirations, including the new era local development policy and the rural revolution program.

In comparison, the current work of the Party, government agencies, and its officials is fraught with serious flaws and negative elements, such as deep-rooted defeatism, irresponsibility, conservatism, formalism, and immature leadership. These are artificial obstacles that hinder the rapid development of our Party and state in all fields.

Therefore, we must not only be proud of the achievements made during the period of the general settlement, but also critically and developmentally review the shortcomings, formulate meticulous and scientific plans for the next stage of struggle, and strengthen the leadership capable of leading their implementation.

From this point on, the Party Central Committee, in preparing for the 9th Party Congress, focused on correctly finding experiences and lessons from the achievements and shortcomings of the general review period and devising correct countermeasures accordingly.

In order to prepare effectively for the Party Congress, the Party Central Committee organized an extraordinary Party Congress Preparatory Committee, established necessary subcommittees, and dispatched understanding groups by direction and sector to comprehensively understand the five-year work of the relevant sectors and units and to accurately analyze the problems and their roots.

And we evaluated the activities of the members of the 8th Central Leadership Organ of the Party, how they played their roles, and how they properly led the development of their respective sectors and units.

Work has been underway to scientifically establish development goals and plans for each sector and sector during the new prospective planning period and submit them to the Party Congress Preparatory Committee. Departments of the Party Central Committee have also submitted innovative and specific opinions on future plans and implementation measures.

In addition, in-depth research was conducted on issues related to the revision of the Party Rules, issues of reorganizing the Party's leadership, and issues arising in further strengthening the Party's leadership function in line with the demands of the Five Major Party Building Lines for the New Era.

In the run-up to the Party Congress, Party organizations at all levels across the Party conducted a summary of the work of their leading organizations, focusing on accurately identifying experiences and lessons learned. The election of Party Congress delegates and the recommendation of audience members were also completed.

Accordingly, the Political Bureau of the Central Committee of the Party strictly reviewed the final qualifications of the Party Congress delegates elected at each provincial Party Congress.

As a result of the qualification examination, all comrades elected as representatives were evaluated as having the qualifications to be representatives as core members of our Party who have achieved notable results in promoting the work of their respective sectors and units and who can play a solid role in the struggle to implement the decisions of the 9th Party Congress in the future.

A total of 5,000 delegates participated in this conference, including 224 members of the 8th Central Leadership Organ of the Party and 4,776 representatives elected from party organizations across the Party.

Looking at the composition of the representatives, there are 1,902 party and political workers, 747 national administrative and economic workers, 474 military workers, 32 workers' organization workers, 321 workers' organization workers in the science, education, health, sports, culture and arts, and publishing and reporting sectors, and 1,524 workers and core party members working in the field.

Among the representatives, 413 are women.

This conference is being watched by 2,000 audience members recommended by Party organizations at all levels, including Party Central Committee department officials.

Dear comrade representatives!

We have now gathered at this meaningful convention hall, bearing the high honor and weighty mission of being delegates to the Party Congress, bestowed upon us by the Party members with their organizational will.

The interest and expectations of all Party members and the people of the entire country in the 9th Party Congress, which will be another watershed moment in our Party's sacred struggle to realize the people's rights and interests and aspirations, are extremely high, and we all have the important responsibility of making sincere, active, and responsible efforts to ensure that the Congress carries out its work successfully.

On behalf of all participants in this congress, the ninth in the glorious history of the Workers' Party of Korea, I solemnly swear that this congress will remain utterly faithful to the great Kimilsungism-Kimjongilism.

I declare the opening of the 9th Congress of the Workers' Party of Korea, confident that this Congress will become a significant historical moment that will powerfully lead the victorious advance of the Juche revolutionary cause thanks to the high political awareness and enthusiasm of all the representative comrades.
