The 9th Congress of the Workers' Party of Korea opens… "An opportunity to anticipate even greater success."
The 9th Congress of the Workers' Party of Korea opened on the 19th and began discussion on the first agenda item, 'Summary of the Work of the Central Committee of the Workers' Party of Korea.'
According to a Rodong Sinmun report on the 20th, this congress was defined as “a great summary of the arduous struggle and the beginning of a new journey,” and it was said to be a historical opportunity to summarize the work of the five years since the 8th Congress of the Party and determine the line and goals of a new revolutionary stage.
In his opening address, General Secretary Kim Jong-un said, “Today, we are opening the 9th Congress of the Workers’ Party of Korea, which will be another new milestone in the sacred struggle for the strengthening and development of the Party and socialist construction.”
General Secretary Kim Jong-un praised the past five years as "a proud epoch in which the entire Party and all the people have firmly united as one and ushered in a turning point in the accomplishment of the cause of socialism of our own style." He recalled the Eighth Congress as being under "such harsh conditions that it was difficult even to preserve ourselves," noting that the country's security and the well-being of its people were threatened by external sanctions and blockades, natural disasters, and a global health crisis.
However, he declared, "Today, everything has fundamentally changed." General Secretary Kim Jong-un praised the 8th Congress for analyzing and criticizing the limitations of the existing five-year national economic development strategic goals and presenting new goals and policies based on scientific review.
General Secretary Kim Jong-un said that a business plan was established and implemented based on the principle that “we must do everything we can immediately, and that we must start by making the impossible possible and do it at all costs.”
Regarding the economic sector, he stated, "The Five-Year Plan for People's Economic Development has been basically completed, and projects to strengthen and improve the technological infrastructure and functions of key industrial sectors have been vigorously pursued." He continued, "Many sectors of our economy have emerged from long periods of aging and stagnation, establishing the foundation and potential for planned and dynamic advancement."
He also mentioned projects to improve the capital and local governments and improve people's livelihoods. General Secretary Kim Jong-un stated, "The extensive plans to transform both the capital and local governments and bring about substantial improvements in people's lives have been vigorously implemented and have achieved the desired results."
Regarding the external aspect, he stated that “by irreversibly solidifying the nation’s status, we have brought about a great change in the world political landscape and its influence on our nation,” and that favorable conditions and environment have been created to accelerate socialist construction.
General Secretary Kim Jong-un emphasized, “Five years ago, we convened the 8th Congress of the Party with the conviction and will to overcome the worst crisis with our own efforts, and today, we are approaching the 9th Congress of the Party full of optimism and confidence about the future,” adding, “This is a great change and development, and an achievement we can be proud of at this stage.”
He then defined this competition as “a competition that truly signifies success, a competition that promises even greater success.”
However, along with the achievements, flaws were also pointed out. General Secretary Kim Jong-un pointed out the existence of "defeatism, irresponsibility, conservatism, formalism, and immature leadership skills" among some party and government institutions and officials, and characterized these as "artificial obstacles that impede rapid development."
General Secretary Kim Jong-un stated that “we must not only be proud of our achievements, but also critically and developmentally review our shortcomings,” and that we must meticulously and scientifically formulate plans for the next stage of struggle and strengthen our leadership capabilities.
A total of 5,000 delegates participated in this conference, including 224 members of the 8th Central Committee of the Party and 4,776 representatives elected from party organizations at all levels. The newspaper reported that 2,000 spectators also watched the event.
The 9th Congress of the Workers' Party of Korea adopted as its main agenda the following: first, a summary of the work of the Central Committee of the Workers' Party of Korea; second, the revision of the Workers' Party of Korea Rules; and third, the election of the central leadership organ of the Workers' Party of Korea, and began discussion on the first agenda.
All Party members and people, who are absolutely confident that our revolution will continue to advance victoriously thanks to the outstanding ideology, iron fighting power, and mature leadership of the Workers' Party of Korea, are offering the utmost respect and enthusiastic congratulations to the 9th Party Congress, which will be a political event to be recorded in the history of our Party's victory.
The Central Committee of the Party, which has been resolutely leading the first stage of pioneering and transformative struggles aimed at the comprehensive development of socialism by holding higher the banner of putting the people first, single-minded unity, and self-reliance, has convened the ninth Party Congress in the history of our Party to summarize the work of the general review period and formulate scientific struggle goals and strategies that meet the demands of the new revolutionary stage.
The convening of the 9th Congress of the Party, which points to a brilliant new outlook at a turbulent time when we are facing a period of great prosperity and unprecedented changes since the founding of the Party and the founding of the nation, is a manifestation of the solemn will of the Workers' Party of Korea to powerfully lead the Juche cause to new victory and a relentless rise by remaining infinitely faithful to the will of the people.
The past five years of progress along the milestones of struggle set by the 8th Congress of our Party have been the most responsible and sharp process that has determined the future key to the development of our Party and the nation. Our Party has firmly seized the strategic advantage and accelerated the advance of socialism in the face of the harsh situation heated up with unprecedented ardor and intensity, while powerfully displaying the dignity and heroism of our state and people.
Under the revolutionary and scientific leadership of the Workers' Party of Korea, our country and people have experienced the historic joy of entering a turning point of comprehensive national development, achieved a great transformation that practically proves the enlightenment of socialist civilization, and achieved a great victory that provides a decisive guarantee for the next stage of high tide.
For the Workers' Party of Korea, which is proving the might and invincibility of the Juche cause under the banner of the great Kimilsungism-Kimjongilism through the realities of a prosperous and powerful nation, it is the most sacred duty bestowed upon us by the fatherland, the revolution, and the people to unfold the blueprint for a new victory of our own style of socialism on behalf of the destiny, future, faith, and wisdom of millions of Party members and tens of millions of people.
Representatives of the entire Party entered the 9th Congress of the Party with a positive enthusiasm to faithfully exercise the honorable mission and rights they have before the Party and the revolution.

He said that five years ago we convened the 8th Congress of the Party with the belief, will and determination to overcome the worst difficulties facing the revolution by our own efforts and to definitely open a new era of progress and development, and that today we are attending the 9th Congress of the Party full of optimism and confidence about the future, and that this is indeed a great change and development and an achievement to be proud of at the present stage.
Comrade Kim Jong Un, representing all participants in this conference, solemnly swore that the conference would be thoroughly faithful to the great Kimilsungism-Kimjongilism and declared its opening.
