I write to both of you together, because until the departure of the courier is short.
1. Capital construction must be reduced by at least 500-700 million. It is impossible to cut down on light industry, ferrous metallurgy, NKPS. All the rest (even something on military affairs), especially for state-farm construction, etc., must be cut down with might and main 1) .
2. I am against buying ships abroad. It will be much better to buy equipment for non-ferrous metallurgy enterprises (copper, tin, aluminum, magnesium, gold, zinc, etc.) 2)
3. In recent years, first , the theft of cargo in the transportation of yolodotransport (plundered for tens of millions of rubles), and secondly , theft of cooperative and collective farm property. Thefts are organized chiefly by kulaks (dekulakized) and other antisocial elements who are trying to disrupt our new system . According to the law, these gentlemen are regarded as ordinary thieves, they receive two or three years in prison (formally!), But in reality they are amnestied in 6-8 months. Such a regime with respect to these gentlemen, which can not be called socialist , only encourages them, in fact, a real counter-revolutionary"Work". To tolerate such a situation is unthinkable. I propose to issue a law (in the withdrawal or cancellation of existing laws), which would:
a) equated railroads , collective-farm property and cooperative property with state property ;
b) punished for theft (theft) of the property of these categories with a minimum of ten years of imprisonment, and as a rule - with the death penalty;
c) abolished the application of amnesty to criminals of such "professions" 3) .
Without these (and similar) draconian socialist measures, it is impossible to establish a new social discipline, and without such discipline it is impossible to defend and strengthen our new system.
I think that with the publication of such a law you can not hesitate .
4. The decree on collective farm trade 4) will undoubtedly to some extent revive the kulak elements and speculators of the second-hand merchants. The first will try to embarrass the collective farmer and punch him to the exit from the collective farm. The second will climb into the crack and try to transfer the trade on their rails. It is clear that we must eradicate this scum. I propose to instruct the OGPU and its local bodies:
a) to take under strict supervision the village and all active preachers against the new collective farm system, active preachers of the idea of seceding from the collective farms - to seize and send to the concentration camp (individually);
b) to take under strict supervision bazaars, markets and all speculators and second-hand dealers, if only they are not collective farmers (collective farmers-speculators are better to pass to collective farm comradeship court) - to confiscate , confiscate and send to a concentration camp .
Without these (and similar) measures, it is impossible to strengthen the new system and the new, Soviet trade.
The OGPU and its organs must immediately undertake to train their forces and study the enemy. They can start operations in a month, not earlier than 5) .
5. I wrote to you about the transformation of the NKM and the organization of a new People's Commissariat. I think that if you agree with my proposal, it will be possible to classify the implementation of this case in the fall, and for now the story will prepare a proper work (selection of the management team, etc. ) .

1) July 23, 1932 PB formed under the chairmanship of Kuibyshev commission to consider the issue of reducing the cost of construction. She was instructed to "develop a project of practical measures to reduce the cost of construction," and to reduce the financing of capital works in the third quarter of 1932 by 700 million rubles.
Ordzhonikidze, who was on vacation, sent a telegram with a protest in this connection. 4) The resolution of the Central Executive Committee and the Council of People's Commissars on collective farm trade of May 20, 1932, removed many restrictions on the trade of collective farms, collective farmers and individual peasants in the markets. 6) October 1, 1932 PB decided to allocate from the Narkomzem system of grain and livestock sovkhozes and the organization of the People's Commissariat of grain and livestock sovkhozes of the USSR. The resolution provided for the reorganization of the Traktorocenter, having formed a number of specialized specialized tractor centers in the People's Commissariat of Agriculture (RGASPI, F. 17. Op. 3. D. 902. L. 9). The final formulation of Stalin's proposal was received in January 1933, when the political departments of the MTS were established.
