Inform by telegraph the state of the revolutionary movement in China - workers, peasants and partisans - the measures taken by the party and, in particular, the line in relation to the movement of Chiang-fa-kui and the reorganizationists. Our preliminary instructions: make every possible use of the outbreak of the general's struggle, which reflects the general aggravated political and economic situation, for the further development of the mass movement. Organize attempts to leave the revolutionary trade union movement from the underground in areas of a noticeable weakening of the reactionary government and a growing mass movement. Strengthen and expand the guerrilla movement, especially in the Mao Tse Tung areas in Manchuria. Try to arm your forces as much as possible at the expense of militaristic units, disarming their individual units and taking possession of their carts. Capture and fortify in the areas left by the militarists. Strive to create Soviet hearths there - the main task of which is the confiscation of landowners' land, the arming of the peasants and the organization of councils, seek coordination of the scattered actions of our partisans in Hunan, Hubei, Fujian, Guangdong. Expand as much as possible in the press, leaflets, proclamations, oral agitation, exposing the counter-revolutionary nature of all Kuomintang groups. The party must undermine the power of any militaristic group that dominates a given territory. At the same time, the main struggle for influence among the masses must be sharpened against the Kuomintang leftists and reorganizationists who are trying to exploit the discontent of the masses. Persistently expose pseudo-democracy, deceitful anti-imperialist and agrarian slogans of the reorganizationists who are fighting against the dictatorship of Chiang Kai-shek only for the dictatorship of other militarists. We consider the tendency to weaken the struggle against the reorganizationists, the erroneous consideration of the latter as representatives of the petty bourgeoisie, and the belittling of the independent role of the proletariat and the communist party as especially dangerous within the party. More than ever before - the stake is on the independent struggle of the workers and peasants under the leadership of our party. Special attention to the workers' strike struggle. With a combination of economic and political struggles, efforts must be made to develop political strikes.
