16) The mood of the province

Novouzensky The mood of the county is unsatisfactory, due to the lack of good political workers. Political, cultural and educational work is being done very poorly... There were no rallies or lectures in the county. The population is very poorly versed in Soviet politics, among which there are discontent in the absence of fabricated goods. On December 6, there was a county congress of agronomists, the purpose of which was to expand cultural and educational construction among the peasants ...

Petrovsky The mood of the county is satisfactory. There are 37 komacheks in the county and 20 komacheks in the city. The attitude of the population towards the Communist Party is satisfactory, the understanding of the communist idea and the commune by the peasants is not sufficiently understood ...

Atkarsky The mood of the county is satisfactory. The policy of cultural and educational work in the district is improving, where, in addition to performances, lectures, meetings and concerts are staged, in which the Union of Communist Youth actively participates . Recently, 40 performances, 23 lectures, 28 meetings and two literary evenings have been staged in the county (not including the city). Their attendance is satisfactory...

Balashovskiy st. The mood of the county is average. Political, cultural and educational work is being done poorly. There are kulaks in some rural and volost executive committees. At the present time, the committee of the RCP (Bolsheviks) has taken up the organization of komyacheks in the district, where there are few of them. The productivity of the work of the communist cells is very poor, which, due to the approach of the front, were torn off from the grasp of the RCP (Bolsheviks) ...

Volsky The mood of the county is satisfactory. There are 28 comm-cells in the uyezd and 22 in the city. The ratio of the poor to the comm-cells is good. In view of the weak communist work among the peasants, the understanding of the peasants about the communist party and about the commune is weak. Political, cultural and educational work is carried out by educational circles, members of Komyakets and specially delegated instructors, organizers and agitators of the Ukom of the RCP (Bolsheviks) ...

The attitude of the proletariat and for the most part of the peasantry towards the Soviet government and the local executive committees is good.

6) Activities of the clergy

In volosts near the Ural steppes (Novouzensky district). Clergy with. Ambona is agitating against Soviet power (Novouzenskaya uchka taken measures).

7) Deserters

There are up to 12,000 deserters in Novouzensky uyezd. In the Old Poltava Vol. (Novuzensky district) cavalry detachments of deserters are supposed (the number of weapons has not been clarified). The local authorities are raiding them. On December 1, 60 deserters were rounded up. In Dyakovskaya vol. Novouzensky st. during the raid they came out with weapons, but they were all arrested. Addendum to paragraph 7. In Novouzensk uyezd, the Tolstovtsy 134 organization , which conducts propaganda against the war, helps the deserters, and from among them are the organizers of the detachments who help the deserters escape and, in case of political immaturity, the peasants willingly succumb to this organization. And also, the mobilized citizens in the Red Army were not provided with either food or premises, which caused great discontent. This same thing contributed to their desertion. 133     This refers to the Russian Communist Youth Union, created in October 1918 at the First All-Russian Congress of Unions of Workers' and Peasants' Youth. During the years of the civil war, the RKSM provided all possible support to the RCP (b) and the Soviet government in the fight against counter-revolution and military intervention, in the implementation in practice, including in the countryside, of the military-communist policy pursued by them.

The Tolstoyans intended to transform society through moral and religious improvement, they preached universal love, non-resistance to evil by violence. Tolstoy colonies were organized in Tver, Kharkov, Simbirsk, Saratov provinces, Transcaucasia.
