New version of "mineral deal" of US with Ukraine; from proxy to actual colony
US handed to Kyiv a rewritten, 58-page "mineral resources" (including rare-earth) deal-proposal, delivered to Ukraine’s officials Sunday. Proposal requires Ukraine to repay all the US aid "given" to them since 2022, and, plus 4% interest per year payment before Ukraine can access to any profits made. The agreement includes Kyiv’s critical energy and mineral resources with first dib of the US on all contracts related to infrastructure projects, related to the extraction of national resources, including processing plants, ports, pipelines, railways, roads on the territory of Ukraine, and the control of all major future infrastructure, and mining investments .
The outlined strict restrictions inevitably and significantly will affect Ukraine's economic sovereignty. This agreement however, unlike the previous which required the US companies receive exclusive rights to develop new Ukrainian subsoil, from ore to natural gas, Ukraine will have the right to offer a license to Ukrainian and European businesses only if no American investor is interested in a given offer. Even in this case, 50% of the license fee and royalties will have to go to the Fund* and Ukrainian government is obliged to disclose all confidential details of negotiations with other entities to the United States and is obliged to add to its licenses for the extraction of "critical minerals" a ban on their sale to buyers from countries which the US Development Finance Corporation (US DFC) defines as strategic competitors of the United States.
* the Fund will be appointed by the US DFC without the consent of Ukraine. The board of the Fund will have consist of three US representatives and two Ukrainian representatives candidacies of whom must also be approved by the US DFC. Fund will be financed by Ukrainian natural resources and infrastructure, It will not pay taxes in in Ukraine but in the US. In case Ukraine has any claims against the Fund's actions, it will have to go to court in New York, not to the Ukrainian courts.
That's why, the proposed agreement resembles to a "capitulation treaty" for a country that lost the war. In this case, as if Ukraine was not in war with Russia but with US and lost the war against them and being forced to pay lifetime reparations to them. The new mineral deal does not give any alternative to Ukraine other than becoming a US colony. The stated summary of the main points in the “new version” of the U.S.-Ukraine agreement , although highly unlikely that it will be accepted, will effectively turn Ukraine into an American colony.
I still argue that, similar to the earlier various unacceptable proposals made by the US administration, this one is the final unacceptable proposal consciously prepared with the same intended results. US is aware of the fact that such an agreement would neither be accepted by Zelensky, nor would it be ratified by the Ukrainian Duma. In addition, the US itself claimed that Zelensky is not "legal" and does not have "legal authority" . Thus, it is aware of the fact that any agreement made with him will be annulled by a newly "elected", "legitimate" government.
It is more like the last pitch for a "face-saving exit" from the Ukraine war which will be justified and ratified when Zelensky-Ukraine rejects the agreement. "We did everything we could, they were incapable and rejected all our offers"...It will be easy to sell this narrative through the Mainstream Media.
