On the restructuring of the system of wages and labor rationing in railway transport.

Resolution of the Council of People's Commissars and the Politburo of the Central Committee of the All-Union Communist Party / b /.

The Council of People's Commissars of the USSR and the Central Committee of the CPSU (b) decide to approve the following decisions of the People's Commissariat of Ways Messages on the restructuring of the system of wages and labor rationing in railway transport, adopted on the basis of the resolution of the Council of People's Commissars of the USSR and the Central Committee of the CPSU (b) of July 3 “On work railway transport ":

To improve the system of wages and labor rationing.

1 . Eliminate the multiplicity and fragmentation of production rates and prices, which has been taken to an extreme, for which to develop and introduce a small number of standard standards for enlarged meters for the repair of locomotives and carriages, for track and communication services by November 1, and for the operation service by August 1, 1933 by this time, previously published rate-makers for individual roads and services.

2 . Eliminate the existing tariff and regulation bureaus, placing the direct management and responsibility for technical regulation on the relevant economic managers. The production rates shall be established in accordance with the standard norms and the tariff agreement for the services of locomotives and carriages - for workshop foremen, for the service of the track - for road foremen, for the communication service - for electromechanics, for the traffic service - for station managers and, accordingly, should be approved by the heads of depots, carriage sections, track distances and communications, areas.

To exercise control over the correctness of the establishment and application of norms and prices, the heads of depots, carriage sections, stations, distances and districts have at their disposal 1–2 control rate-setters.

3 . Grant the right to shop foremen, heads of depots, car sections, stations, distances, depending on the specific conditions within the approved salary funds and tasks at cost, to increase and provided by the standard and approved standards.

4 . For composing crews for each station, set no more than 5-6 rates of rates, giving the right on duty on the tracks, depending on the specifics of the work, to change rates up to 10% in one direction or another.
Progressive bonus wages.

1 . For leading groups of workers at marshalling and control stations serving shunting work (locomotive shunting crews, compilers, couplers, shoe makers and switchmen), set higher progressive rates: for processing the rate up to 10% - 1.5 times, and over 10% - 2 times, starting from the first percent of processing.

Establish that the calculation of the progress is made according to the results of monthly piecework (minus the time for vacation and illness).

2 . Create a special bonus fund (approximately 1-2%) of the salary fund under the administrations of roads and districts to reward workers and administrative and technical personnel in production (depot, carriage section, station, track distance, communications, engineers, foremen) for high quality performance indicators, overfulfilment of certain indicators of the plan when the latter is fulfilled as a whole for the depot, carriage section, station, distance, for a decrease in the idle rate of cars at the station, for a decrease in the% of sick steam locomotives and cars, for exceeding the repair plan, for reducing the time of downtime in repair locomotives and cars, for the quality condition of the track, etc.

3 . In order to ensure the high quality of repair of steam locomotives, strictly adhere to the decree of the Central Committee and the Council of People's Commissars of the USSR on reduced pay for work in case of marriage and material liability of workers for damage to materials.

Establish that locomotive crews, in the event that they find defects when accepting a repaired locomotive, receive a bonus of 10% of the cost of repairing rejected parts.

To establish a premium of 15% of monthly earnings for the steam locomotive maintenance crews, if they hand over the steam locomotives repaired by them within the whole month without defects and deficiencies.

4 . For good management of the work of his team, monitoring the timely implementation and quality of repairs, establish an additional payment of 10% of the tariff rate for the foremen of complex (combined) teams for repairing locomotives and carriages.

Travel foremen should be rewarded in the amount of a monthly salary 2 times a year for the serviceable maintenance and good-quality repair of the track.
At the tariff rate.

Set higher monthly wage rates for the following professions:

1. Train lubricators
the first category 170 rubles. instead of the existing 105 rubles.
second category 140 rubles. instead of the existing 105 rubles.

2. To chief conductors
passenger trains 200-200 rubles. instead of the existing 145 rubles.
freight trains 160-180 rubles. instead of the existing 135 rubles.

To establish that for exemplary work the chief conductors are awarded half-year personally by the chiefs of the roads in the amount of up to a monthly salary.

3. Compilers trains 170-200 rubles. instead of the existing 137-169 rubles.

4. Train couriers 135-155 rubles. instead of the existing 115-130 rubles.

5. shoemaker (brake). 125-145 rubles. instead of the existing 102-115 rubles.

6. switchman older 140-150 rubles. instead of the existing 102-113 rubles.

7. Switchmen serving the most important posts of sorting and control stations 102-115 rubles. instead of the existing 82-95 rubles.

8. Skilled workers of the depot for the repair of freight and passenger cars:
For roads of category I, the rate of 1 category is 87 rubles. 50 kopecks instead of the existing 79.50-83.00 rubles.
For roads of the II category, the rate of 1 category is 74 rubles. 20 kopecks instead of the existing 67.00-70.50 rubles.
For roads of category III, the rate of 1 category is 69 rubles. 50 kopecks instead of the existing 63.25-66.10 rubles.
On the salary of bonuses to engineering and technical workers.

1 . Establish that an engineer working in production at a station, in a depot, in a carriage section, track distance and communication, should receive a salary 15% higher than employees of equal qualifications in the offices of districts, road departments of the NKPS.

2 . To establish the following increased salaries for engineers and technicians working directly in the depot, carriage sections, stations, track and communication distances and at repair plants:

Locomotive depot .
The head of the main depot of the 1st category 600-700 rubles. instead of 460-550 rubles.
The head of the main depot of the II category 500-600 rubles. instead of 410-500 rubles.
Head of the main depot III category 425-500 rubles. instead of 375-450 rubles.

4 . The above salary increase should be extended to all NKPS factories, depots, car sections, track and communication distances, as well as extra-curricular stations, first and second class, and put into practice from August 1 of this year.
