CASE BAGHAT RAMA (aka RAMAT KHAN, aka R. Kh.) [178]

What follows is a summary of the information obtained about the BAGHAT RAME at a meeting of representatives of the IPI, SI S and MI 5 [179] in Oxford on March 12, 1943. It is based on notes made during the somewhat incoherent presentation of the whole case and details, and therefore its complete accuracy cannot be guaranteed. I hope I can get hold of a long report produced by IPI on this matter.

BAGHAT RAM is a close friend and supporter of Subkhaz BOZE and therefore is associated with the FORWORD bloc and the WORKERS-PEASANT PARTY. At the end of 1940, BAGHAT RAM helped BOSE escape from Calcutta, via Kabul to Berlin. He was able to do this because, although he is a Hindu, he knows the border provinces very well and can pass for a Mohammedan. Therefore, he managed to transfer BOSE across the border. Before leaving India, BOSE announced that he intends to contact MOSCOW to advance the development of his anti-British plans. But when he got to Kabul, he actually went to the German mission, and not to the Russian, and offered his services there, saying that he wanted to go to BERLIN. However, difficulties were encountered in the sense of obtaining a transit visa through the USSR, and by chance this issue was resolved by the Italians, who gave BOSE an Italian passport in the name of MATZOTTA (who was actually an Italian radio specialist in the Italian mission), and with this passport the Russians issued a transit visa. It is unclear from this whole story whether they had any idea that this passport was fake.

19. III. 41 BOSE left Kabul for Berlin via Russia. BAGHAT RAM remained in Kabul as a representative of BOSE and adopted the name RAMAT KHANA, which began to appear in Italian DJs [180] from Kabul. Soon he returned to Bengal with Ganguly, who was to prepare acts of sabotage. BAGHAT RAM then returned to Kabul, accompanied by GANGULI and a man named SODI, and talked to Ambassador QUARONI.

Then BAGHAT RAM first learned that BOZE went to BERLIN, and not to MOSCOW. It amazed him, but since then Germany and Russia were not yet at war with each other, he did not take any positive measures. After another trip to India, during which SODI remained in Kabul, BAGHAT RAM returned and again had a conversation with the Italians. At the same time, there was also the German trade attaché in Kabul RASMUSS, who was in Calcutta before the war and was sent to Kabul, apparently, simply to conduct intelligence and propaganda there. BAGHAT RAMU was ordered to develop further the ties that the Germans had previously had with the tribes on the northwestern border, in particular with the Ippsky FAKIR. He returned to India and had a meeting with his friends from the WORKERS 'PARTY in Calcutta. They agreed that when he returned to Kabul, he would have to contact the Russians as well as the Germans, since the WORKERS-PEASANT PARTY was primarily loyal to Moscow and did not seek to work for the Germans without the consent of the Russians. He returned to Kabul soonafter the 22nd of June, bringing with him a long report prepared for withdrawal by the WORKERS 'AND PEASANTS' PARTY. It was presented to the Italians, and its very essence emerged in excerpts in DJ's.

It was very difficult for BAGHAT RAMU to get in touch with the Russian mission, but by chance he was able to do so by meeting his old friend Utamchand, a left-wing Indian whom he met in prison. Utamchand managed to connect BAGHAT RAMA with the Russians, to whom the whole situation was explained.

In the meantime, it was decided that the Germans would take over the leadership of the BAGHAT RAMOM entirely from the Italians. There were two reasons for this: firstly, the wife of KVARONI was Russian, and the Germans were somewhat upset by this, and secondly, thanks to the support of the Italians of AMANULLA, it was necessary to reckon with possible political complications.

The Russians then decided that BAGHAT RAM would go back to India, because the situation in Kabul was getting more and more tense, and during the skirmish, the Afghans killed two German agents. But before leaving, he was instructed not to obstruct the British military work in any way. He was also ordered to submit a report on his return to the Russians, before going to the Germans or Italians. Therefore, BAGHAT RAM and SODI went to Lagora in September 1941, having received a very large sum of money from the Germans and Italians. They met with their friends from the LABOR-PEASANT PARTY in Calcutta and told them that the Russians approved of their plan.

In October, BAGHAT RAM returned to Kabul with a large false report fabricated by the WORKERS 'AND PEASANTS' PARTY. The Russians approved this report, which was then transmitted orally and in extremely condensed colors to RAZMUSS, who was delighted with him. The gist was then telegraphed by the Italians and appeared in DJ's. BOSE sent instructions to continue working, but ordered BAGHAT RAMU to remain in Kabul for the time being.

Another trip to India, at the end of 1941, gave another fictitious report, which came to the Germans in January 1942. This time the BAGHAT RAM saw the German military attaché WITZEL. WITZEL then gave him a list of military commands, deployments, etc. in India, drawn up even before the war, and ordered him to correct it according to the present time. He was instructed in the code and cipher and was told to use the radio transmissions of the AZAD-HINDUSTANI station from BERLIN to send instructions to India. He also received instructions for sabotage work.
