I am forwarding for orientation a copy of my telegraphic report to the People's Commissar of Internal Affairs of the USSR - the General Commissar of State Security Comrade. Yezhov about the primary results of the investigation into the cases of liquidated Rovsov military officer organizations and groups in Ukraine.

I note:

Even in those areas where the withdrawal of Rovsov officer-monarchist elements has already begun (Dnepropetrovsk, Kharkov, Odessa), the operation is developing slowly, covering a very limited circle of participants in Rovsov organizations that have long been in the field of view of our bodies. In other areas, the operation has not yet begun. The Rovsov organizations and well-hidden groups, which have gone deep underground, are being revealed completely insufficiently.

As established by the investigation of ongoing cases, the main contingent of participants in Rovsov organizations are officers of the old and white armies, monarchist-minded elements from "former" people, counterintelligence officers, and kulaks. A particularly active organizing role in these organizations is played by repatriates and re-emigrants, as a rule, recruited by various kinds of foreign White Guard organizations and foreign intelligence services and transferred to the USSR for insurgent, terrorist, sabotage and espionage work.

The investigation into the affairs of Rovsov's officer-monarchist organizations in the field is superficial, as if they were local formations. Meanwhile, even primary data quite definitely point to the existence in the Ukraine of a united Rovsov center that directs its organizations and groups in the field and is connected with underground centers of officer-monarchist organizations in Moscow, Leningrad and other points of the Soviet Union.

The investigation does not reveal the connection of Rovsov organizations and groups with right-wing Trotskyist, nationalist, Socialist-Revolutionary and other anti-Soviet formations.

It must be taken into account that the Rovsov organizations did not and could not have independent tasks in preparing an armed uprising and overthrowing Soviet power, but acted in the common front of the struggle of all anti-Soviet forces in Ukraine.

The investigation on the ground does not at all reveal the connections of the Rovsov organizations in the Red Army, where there are undoubtedly members of the organization.

I ORDER:

Immediately launch an operation for the exhaustive defeat of the officer-monarchist cadres and their anti-Soviet formations (organizations, groups, detachments, etc.).

All officers in respect of whom there is even the slightest evidence of their involvement in organized anti-Soviet activities should be immediately arrested. First of all, arrest all guards officers, officers of the White armies, repatriates suspicious of anti-Soviet activities.

For persons who, due to their positions, require prior authorization, immediately send certificates of arrest to the 3rd department of the UGB of the NKVD of the Ukrainian SSR.

With vigorous investigation, seek the opening and liquidation of the organizing Rovsov centers and the leading Rovsov center in Ukraine.

When establishing members of Rovsov organizations and their connections in Kyiv, Kharkov and other regions of Ukraine and the Union, immediately report this to the relevant regional departments of the NKVD and to me.

In the process of investigating the cases of Rovsov organizations, seek to uncover connections that go to right-wing Trotskyist, nationalist, Socialist-Revolutionary, Petliura, Makhnovist and other anti-Soviet organizations.

Each member of the Rovsov organization must be interrogated about the organization's connections among the command staff of the Red Army.

It is obligatory to establish the location of the weapons hidden by the participants of the organization and immediately seize them as a consequence.

Report the results of the Rovsov operation and investigation by telegraph reports and brief reports, with the application of interrogation protocols.
