2) The main theme of political negotiations and the main principle:
"without annexations and indemnities."
3) The concept of annexation:
(a) the inadequacy of the definition of annexation as lands annexed after the declaration of a real war *
* The definition of annexation according to which lands annexed after the declaration of war are considered annexed is rejected,
(b) any territory whose population during the last decades (since the second half of the 19th century) expressed dissatisfaction with the annexation of its territory to another state, or its position in the state, is declared as annexation - it does not matter whether this dissatisfaction was expressed in literature, in the decisions of the meetings , municipalities, assemblies and similar institutions, in state and diplomatic acts caused by the national movement of these territories, in national tensions, clashes, unrest, etc.
1) Official recognition of each (non-sovereign) nation that is part of a given belligerent country, the right to free self-determination up to secession and the formation of an independent state;
2) the right to self-determination is exercised through a referendum of the entire population of a self-determining region;
3) the geographical boundaries of a self-determining area are established by democratically elected representatives of this and adjacent areas;
4) preconditions guaranteeing the exercise of the nation's right to free self-determination:
a) withdrawal of troops from the self-determining area;
b) the placement of refugees in the designated area, as well as residents of this area evicted from there by the authorities since the beginning of the war;
c) the creation in the given area of a provisional government of democratically elected representatives of a self-determining nation with the right (among other things) to enforce paragraph b ;
d) creation under the interim government of commissions of the contracting parties with the right of mutual control;
e) the expenses necessary for the implementation of paragraphs b and c to be transferred to the account of a special fund from the resources of the occupying side.
